Job Description:

ABA's Financial Institution Policy & Regulatory Affairs (FIPRA) group, part of ABA's broader Policy Group, is the nation's leading policy group on issues impacting bank regulation, supervision, activities, and operations.

Within FIPRA, the VP, Policy is responsible for providing leadership, advocacy, and solutions to legal, regulatory, and policy issues impacting the business of banking, including bank operations, activities, governance, and compliance. Specifically, the VP will develop and coordinate policy positions across ABA's multiple advocacy teams and advance ABA's policy positions by regularly engaging with ABA's bank membership, communicating with federal regulators, and coordinating with ABA congressional staff to engage federal lawmakers.

Primary emphasis is placed broadly on trust and wealth management, fiduciary activities, retirement services, brokerage and investment advice, and investment funds (asset management) as well as prudential regulations. Responsibilities include advocating ABA's position before the federal governmental agencies; reporting to, educating, and engaging with ABA members on the status, analysis of, and responses to issues of concern; and coordinating ABA's perspective on legal, regulatory, and policy issues with other public and private sector entities.

Key Responsibilities:

  • Communicate, consult, and interact with member banks and their representatives regarding legislative, regulatory, and policy developments impacting banks, including leading and managing ABA working groups, speaking at state banking association and other banking industry conferences, and creating and maintaining ABA's work product on issues of concern to banks and their representatives.

  • Working with relevant banker committees and working groups, draft and submit ABA comment letters responding to agency proposed rulemakings, and draft ABA letters and responses to Congress on proposed legislation.

  • Develop, cultivate, and maintain good working relationships with Federal banking regulators, SEC, DOL, FinCEN, Congressional staff, bankers, other trade associations, law firms, and industry consulting firms.

  • Collaborate with ABA staff, bankers, and other trade organizations in developing industry-wide policy positions and responses to agencies and Congress, including joint trade statements, comment letters, and letters/responses to Congress.

  • Collaborate, engage, and assist (and where appropriate, lead and manage) ABA staff on the broad range of legal, regulatory, and policy issues impacting bank activities and operations.

  • Other duties as assigned by business need.

Requirements:

  • Bachelor's degree in business or a related field is required. Law degree preferred.

  • 15+ years of experience in a large or regional bank, federal banking agency, or with a law firm, trade, and/or other client consulting or advisory organization working primarily with banks and banking organizations on legal, regulatory, and/or policy issues.

  • Experience working on Trust and Asset Management regulation is strongly preferred.

  • Experience working at the OCC, Federal Reserve, or FDIC is strongly preferred.

  • Experience managing cross-functional teams and success managing people and deadlines outside of the direct reporting line.

  • Broad knowledge and experience working in banking law, regulation, and policy.

  • Demonstrated ability to work successfully as part of a team and/or independently.

  • Ability to initiate as well as respond timely to regulatory/congressional actions.

  • Excellent communication skills, including the ability to communicate complex information to broad, non-technical audiences (including large and small banker groups) and in public forums.

  • Excellent writing skills.

  • Excellent research and analytical skills.

  • Excellent organizational skills and ability to multi-task, successfully complete, and follow through on multiple tasks with various deadlines.

  • People management experience preferred.

Target Compensation for the Role:

$235,000.00 - $255,000.00

Salary Band Range:

$168,536.00 - $235,977.00 - $303,419.00
