Job Description:

Position Summary

Responsible for the overall management and operations of the Anton Anderson Memorial Tunnel (AAMT) Fire Department. Ensures the safety and well-being of AAMT staff and the traveling public through the development and implementation of fire safety policies and procedures. Plays a critical role in emergency response and disaster management. Must possess a combination of strong leadership skills, technical expertise, and a deep understanding of the unique challenges and complexities of the firefighting profession. Supervises firefighting personnel if present in emergency situations.

Primary Duties and Responsibilities

  • Manages and operates the AAMT Fire Department.
  • Develops and implements fire safety policies and procedures for the AAMT Fire Department.
  • Inspects and maintains firefighting equipment and vehicles.
  • Provides emergency response and disaster management.
  • Develops, evaluates, and directs Fire Department training programs (fire suppression, rescue, and prevention activities) and maintains required Fire Department training records.
  • Reviews, maintains, and updates the AAMT Emergency Response Plan and Fire Department Policy and Procedure manual (fire, safety, and first aid operations) and consults with the appropriate parties regarding updates, as needed.
  • Understands theories of management, organization, and operations related to fire services, including state and federal fire safety, emergency medical services and equipment, hazardous materials and risk management practices, and local municipal ordinances.
  • Plans, coordinates, supervises, and evaluates fire and emergency response operations.
  • Supervises the inspection of the tunnel and other properties for fire hazards and enforces fire prevention ordinances.
  • Prepares and submits reports to the Project Manager regarding the Fire Departments' activities and status of emergency response equipment, and prepares a variety of other reports as appropriate, including the annual activities report.
  • Plans departmental operations with respect to equipment, apparatus, and personnel, and supervises the implementation of such plans.
  • Evaluates the need for and recommends the purchase of new Fire Department equipment and supplies.
  • Maintains the Fire Department's State of Alaska certification by complying with federal, state, and local legal requirements.
  • Positively contributes to a diverse, inclusive, and fair work environment, free from discrimination and harassment.
  • Must be available for some evenings, weekends, and holidays
  • All other duties as assigned.

Knowledge, Skills, & Abilities

  • Ability to exercise sound judgment in evaluating situations and in making decisions.
  • Ability to effectively give and receive verbal and written instructions.
  • Ability to establish and maintain effective working relationships with other employees, supervisors, and the public.
  • Ability to recognize hazards inherent in routine and non-routine tasks and make adjustments to avoid loss, injury, or accident.
  • Ability to wear personal protective equipment (PPE) that weighs approximately 60 pounds while performing firefighting tasks.
  • Required to lead by example and encourage co-workers and supervise employees to correctly use PPE.
  • Follow proper safety rules of conduct, including training, supervising, and taking appropriate corrective actions, including the initiation of disciplinary action to enforce the use and observance of PPE and safety rules within the area of supervised responsibility
  • Working knowledge of MS Office Suite, including Word, Excel, and Outlook.
  • Ability to interface with the public in a professional manner.

Education and Experience

  • Bachelor's degree in fire science, criminal justice, or a related field, plus a minimum of seven (7) years of fire service experience, including at least five (5) years of supervisory experience is required. An equivalent combination of education, training, and experience may be considered.

  • Must currently hold or be willing to obtain the following certifications:

  • Fire Officer III or Fire Officer IV is preferred

  • Fire Instructor 1, Fire Instructor 3 preferred.

  • Fire Inspector 1, 3 preferred but not required.

  • Emergency Trauma Technician; Emergency Medical Technician (EMT) 1 preferred.

  • American Heart Association CPR Instructor.

  • A valid driver's license and a good driving record are required to drive a company vehicle.

Work Conditions

Physical Demands

  • The employee is regularly required to stand; sit; walk on a wide range of surfaces; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl, and talk or hear.
  • Vision abilities include close and distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
  • Ability to lift up to 50 pounds unassisted.
  • Use manual and powered pneumatic, hydraulic, gas, and electric-powered tools and equipment.
  • Extreme fluctuations in temperature while physically demanding work in hot (up to 400 deg F), humid (up to 100-percent) atmospheres while wearing equipment that significantly impairs body-cooling mechanisms.
  • Performing physically demanding work while wearing positive pressure breathing equipment.
  • Operating in environments of high noise, poor visibility, limited mobility, at heights, and in enclosed or confined spaces.
  • Must be able to work in heat and cold.

Work Environment

  • While performing the duties of this job, the employee is routinely exposed to outside weather conditions, including extreme heat and cold and wet/and or humid conditions.
  • The employee is occasionally exposed to high precarious places and fumes or airborne particles.
  • Occasional exposure to toxic or caustic chemicals.
  • Infrequent exposure to above normal noise levels.
