Job Description

Reporting to the SVP, Emergency Services & Tribal Wellness, the Vice President, Tribal Community Services, is responsible for overseeing the strategic direction, operational effectiveness, and cultural alignment of security and service delivery to the Tribal Community. This role ensures that all services provided through Tribal Community Services (TCS) are responsive, respectful, and aligned with the evolving needs of the community while maintaining a strong focus on security, communication, and community engagement.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Strategic Leadership
  • Develops and implements plans, frameworks, and policies that support high-quality service delivery.

  • Serves as a key advisor to Tribal leadership / Executive Leadership on matters related to community security and service operations.

  • Ensures alignment between internal operations and the strategic goals of Tribal leadership.

  1. Security & Operational Oversight
  • Oversees all support security-related functions, including AROs, EDD K9, PSD, Education Officers, and Reservation Asset Protection.

  • Ensure security protocols, training, and operations are aligned with best practices and Tribal values.

  • Participates and sometimes leads Incident Command Systems (ICS) and operations.

  • Provides oversight of relevant laws, policies and procedures within TCS responsibilities.

  1. Community Engagement & Service Delivery
  • Acts as the primary liaison for Tribal Community government related requests, ensuring timely and effective responses.

  • Oversees and ensures continuity and care of government type related services for all Tribal Citizens prioritizing service and efforts for Tribal Elders.

  • Fosters collaboration across departments to streamline service delivery and improve community satisfaction.

  • Leads support operations on Reservation in specialty focused areas. Confirms that all support and services are conducted and fulfilled in a manner consistent with the standards, goals and objectives of the Tribe, the enterprise, and the department.

  1. Administrative & Logistical Coordination
  • Supports Tribal special events with strategic partners in Tribal Government Operations, Office of the Tribal Council, Office of Emergency Management, and the Department of Public Safety.

  • Coordinates event planning with key stakeholders for community and Tribal Council-sponsored events.

  • Provides centralized access and service to government related processes and procedures that support Tribal Citizens.

  • Provides periodical status reports on TCS projects and priorities to the Tribal Council

  1. Other Duties
  • Performs additional responsibilities as required to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor's degree in Public Administration, Tribal Governance, Emergency Management, or related field is required (Master's preferred).

  • Minimum twenty (20) years work experience in Public Security leadership and management commanding specialized security service teams with at least ten (10) years of operational and incident command experience required.

  • Minimum ten (10) years of leadership experience working closely with elected officials and government type services required.

  • Experience working within Tribal Government is preferred.

  • Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

  • Demonstrated experience managing multidisciplinary teams and complex service operations.

  • Strong background in security operations, service delivery, and administrative systems.

  • Ability to anticipate future needs and develop proactive solutions.

  • Can effectively manage several "Level 1" priorities with poise and professionalism, while meeting deadlines and budgets.

  • Is culturally mindful of and sensitive to indigenous peoples, with specific knowledge of Yuhaviaatam of San Manuel Nation history, culture, values, family dynamics and governance structures, and self-sustainability vision.

  • Proven ability to work across departments and build consensus among diverse stakeholders.

  • Has a strong understanding of tribal government, including specific roles and functions of tribal departments that support the community's development, as well as various systems used by Tribal government-based departments.

  • Possesses excellent written and verbal communication skills and the ability to articulate information in various types of correspondence as well as create and conduct in-person or virtual presentations using various presentation media.

  • Can demonstrate experience in handling confidential and sensitive information without reaction and judgement and experience in safeguarding the same.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

  • At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

  • Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS - ENVIRONMENT

The physical demands and working environment described here are representative of those that an employee encounters and must be met by an employee to successfully perform the essential functions of this job.

  • Primary work environment is in a climate-controlled office setting.

  • Work requires travel to attend meetings, trade shows, and conferences.

  • Incumbents may be required to work evening, weekend and holiday shifts.

  • Must be able to work in a fast-paced, high-demand environment.

  • Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

  • Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

  • Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

  • Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

  • Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

  • Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

  • Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and various properties.

  • Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

  • The employee may be exposed to fumes or airborne particles including secondhand smoke.
