Proposal Writer - IDIQ/GWAC Specialist
Job Description:
We are seeking an experienced Proposal Writer to lead the development and submission of high-quality responses to government-wide acquisition contracts (GWACs), indefinite delivery/indefinite quantity (IDIQ) solicitations, and task order proposals. This role involves full lifecycle (cradle-to-grave) proposal management and writing, from opportunity analysis through final submission and post-submission support.
What You'll Be Doing:
- Lead and manage proposal development efforts for complex federal contracts, including GWACs and IDIQs, coordinating across internal teams and external partners.
- Interpret RFP/RFQ/RFI requirements, ensuring compliance with all submission guidelines, deadlines, and evaluation criteria.
- Write, edit, and organize compelling proposal content, including technical volumes, management plans, past performance, staffing approaches, and executive summaries.
- Develop and maintain proposal outlines, compliance matrices, and content calendars to track progress and ensure timely delivery.
- Collaborate with SMEs, capture managers, pricing analysts, and executives to gather and synthesize content for tailored, persuasive responses.
- Ensure proposal consistency, clarity, and compliance with agency standards (FAR, DFARS, etc.).
- Coordinate color team reviews (Pink, Red, Gold), incorporating feedback to refine and improve content.
- Support post-submission activities, including clarifications, debriefs, and lessons learned.
- Manage the end-to-end process of preparing new offer GSA schedule contracts and maintaining GSA Schedule proposals and contracts, ensuring compliance with federal regulations and GSA requirements.
What We Are Looking For:
- 5+ years of experience in federal proposal writing and management, with a proven track record supporting IDIQs, GWACs, and task orders.
- Strong knowledge of federal procurement processes and FAR/DFARS regulations.
- Exceptional writing, editing, and organizational skills with acute attention to detail.
- Proficiency with proposal tools (e.g., Microsoft Office Suite, SharePoint, Adobe Acrobat, proposal management software).
- Ability to work independently under tight deadlines and manage multiple concurrent proposals.
Work Arrangement:
Hybrid: 2 days in office/3 days work from home

This role will perform work covered by International Traffic in Arms Regulations. Viable candidates for this position must be eligible for an export license or be a U.S. Person (which includes but is not limited to U.S. citizens or nationals, lawful permanent residents, refugees, and asylees).
Annual Hiring Range/Hourly Rate:
$84,000.00 - $149,600.00
Actual compensation offer to candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level. The pay ratio between base pay and target incentive (if applicable) will be finalized at offer.
