About the Role

The Carceral Facility Specialist will serve as a subject matter expert and key liaison between justice system stakeholders and healthcare agencies to support the implementation of reentry services for justice system-involved individuals. This role is responsible for providing technical assistance (TA), training, and capacity-building support to carceral facilities in Washington State to ensure effective and compliant delivery of pre-release Medicaid services in alignment with federal and state policy requirements.

The Specialist will play a vital role in bridging operational gaps between correctional settings and community-based healthcare, with a focus on advancing timely access to Medicaid-covered services and care coordination for individuals preparing for reentry.

This position is temporary, scheduled to end in June of 2028.

To be successful in this role, you:

  • Possess bachelor's degree or relevant experience in public health, criminal justice, healthcare administration, social work, or another related field.
  • Have a minimum 3-5 years of experience working within or in partnership with correctional systems or justice-involved populations.
  • Have experience developing cross-sector implementation tools and protocols.
  • Have experience providing training and technical assistance to diverse stakeholders.
  • Have a valid driver's license, insurance, and access to a reliable vehicle. Must be able to travel regionally and/or statewide up to 5 days/month, depending on location.

Essential functions and Roles and Responsibilities:

  • Provide direct technical assistance to correctional facility administrators, healthcare providers, and custody staff on the operational and clinical components of Washington's 1115 Medicaid Waiver Reentry Initiative and the 2023 Consolidated Appropriations Act.
  • Lead training sessions (virtual and in-person) on key topics such as Medicaid eligibility processes, pre-release service delivery, care coordination, and discharge planning.
  • Develop and maintain user-friendly resources, such as checklists, implementation toolkits, training materials, and standard operating procedures.
  • Support facilities in aligning workflows with demonstration requirements, including data collection, referral pathways, and documentation standards.
  • Collaborate with state Medicaid agency representatives, managed care organizations, and community-based organizations to promote integrated reentry care models.
  • Monitor site-level implementation progress and identify barriers or technical needs; escalate complex issues and provide strategic recommendations for resolution.
  • Facilitate peer learning and best practice sharing across facilities participating in the demonstration.
  • Maintain up-to-date knowledge of relevant policies, guidance, and evaluation metrics from CMS and state partners.
  • Participate in evaluation activities, including data reporting and site assessments, as needed.

Knowledge, Skills, and Abilities:

  • Knowledge of Apple Health or other Medicaid transformation efforts involving justice-involved individuals.
  • Knowledge of Medicaid policy and healthcare delivery in correctional or reentry settings.
  • Knowledge of the 1115 Medicaid Waiver Reentry Initiative, or similar policy initiatives.
  • Familiarity with behavioral health and substance use treatment models in correctional settings.
  • Communication, facilitation, and interpersonal skills.
  • Ability to work across multidisciplinary teams and navigating complex systems.

Compensation and Benefits:

The position is FLSA Exempt and is not eligible for overtime. Based on market data, this position grade is 65 and has a (10%) annual incentive target based on company, department, and individual performance goals. Salary determined at offer will be based on labor market data and a candidate's years of relevant work experience and skills relevant to the position.

  • Speaking, hearing, near vision, far vision, depth perception, peripheral vision, touch, smell, and balance.

Physical*:

  • Extended periods of sitting, computer use, talking and possibly standing.
  • Simple grasp, firm grasp, fine manipulation, pinch, finger dexterity, supination/pronation, wrist flexion.
  • Frequent torso/back static position; occasional stooping, bending, and twisting.
  • Some kneeling, pushing, pulling, lifting, and carrying (not over 25 pounds), twisting, and reaching.

Mental:

  • Ability to learn and prioritize multiple tasks at a given time and have the capability of handling demanding situations. Analytical/problem solving/critical thinking ability.

Work Environment:
