Global Integrated Broadcast Service Operations Manager

The Opportunity:

As the Enterprise Integrated Broadcast System (IBS) Operations Manager you will be responsible for daily operations in the Global IBS Support Center and Enterprise ensuring high availability of a global distributed IT Enterprise and dissemination of actionable perishable intelligence and critical data to support national security operations among multiple agencies, producers, and combatant commands.

Responsibilities:

  • Oversee day-to-day activities of GIBSSC contractor personnel in IBS Enterprise Operations
  • Primary advisor to GIBSSC Director and Deputy Director on contractor staff
  • Design and maintain GIBSSC Watch schedule ensuring 24/7 technical support
  • Maintain a trained and ready contractor workforce to support 24/7 watch operations
  • Coordinate system engineering support to enterprise users and producers
  • Provide direction to the CIB Uplink Sites (CUS) to include interface to the IBS Network Services, producer community and CCMD operations as well as using metrics to enhance system performance on behalf of GIBSSC Leadership
  • Maintains administrative requirements in support of all GIBSSC functions
  • Serve as member of the Producer Engagement team responding to requests for information in regard to the IBS, fulfilling national and tactical intelligence requirements.
  • Hold technical exchange meetings with potential IBS Producers to clarify system requirements and facilitate entry into the global distributed IT enterprise
  • Supervise all GIBSSC and IBS Enterprise contractor staff
  • Supervise five geographically separated IBS Support Managers located CONUS and OCONUS
  • Oversee planning and execution of an annual symposium attended by 200 international IBS producers and users from the global Five Eye community

Qualifications:

Required:

  • Active TS/SCI clearance
  • Bachelor's degree in information technology, Computer Science, or related field; or 20 years of direct cryptologic systems operations experience in lieu of education
  • 5+ years of direct experience in IBS operations
  • 5 years of personnel management experience in a large, distributed enterprise
  • Possess and apply expertise on multiple complex work assignments while supporting multiple projects
  • Operate with appreciable latitude in developing methodology and presenting solutions to problems
  • Strong analytical and problem-solving skills

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$120,800 - $265,800
