General Statement of Duties: Implement and administer a Pretrial Services Program aimed at avoiding unnecessary pretrial detention while providing services based on an individualized risk assessment to improve public safety and reduce failures to appear in court.
Supervision Received: Receives general direction from the Administrative Sergeant and exercises wide latitude in determining objectives and approaches to critical assignments.
Supervision Exercised: This position is a lead position, meaning the employee may direct and guide the day-to-day work of others; however, the employee cannot issue discipline or conduct performance appraisals. Additionally, the person in this position may work with and direct the daily activities of volunteers or contracted services/employees involved in pretrial service programs.
Essential Functions: Any one position may not include all of the duties listed, nor do the listed examples include all duties which may be found in positions of this class.
- Collaborates with local governmental agencies to implement a Pretrial Services Program based on the National Association of Pretrial Service Agencies, National Standards on Pretrial Release.
- Serves as responsible administrator or key contact for assigned grants, including preparing and filing required documentation and reporting.
- Coordinates competitive bid process through the preparation of a Request for Proposals (RFPs) for the pretrial services.
- Works in conjunction with the county Attorney to contract with selected vendors.
- Manages contract and deliverables per RFP and executed contract.
- Collects, analyzes, and completes all required reports, data, and reporting protocols as required by grant funding, the Community Advisory Board, and the Pretrial Services Program.
- Prepares and presents program information to community agencies to educate them on the program.
- Provides pretrial screens of individuals, either in-house or through a contracted vendor, to assess and determine risk levels and level of services needed (i.e., 3 "tracks") using the Colorado Pretrial Assessment Tool (CPAT, CPAT-R) or the most current assessment tool based on National and State Pretrial standards.
- Manages program reports, informs the Court of non-compliance with bond conditions, and produces progress reports at the court's request before a hearing.
- Provides pretrial services based on results generated from the CPAT or the most current assessment tool.
- Works to leverage community resources to ensure continuity of care for defendants.
- Either in-house or through a contracted vendor, monitors substance abuse using a random drug and alcohol program.
- Initiates and maintains accurate and complete case documentation and correspondence.
- Either in-house or through a contracted vendor, makes initial/re-evaluation release recommendations to the courts in formal reports.
- Either in-house or through a contracted vendor, re-evaluates individuals to access for services as needed.
- Measures and evaluates program effectiveness through the use of data collection, research, and the efficient use of resources.
- Establishes and maintains effective working relationships with defendants, employees, supervisors, other Departments/Offices, and other agencies.
- Observes safety precautions and uses County property in a safe and professional manner.
- Performs other duties of a similar or related level as necessary or assigned.
MINIMUM QUALIFICATIONS
Required Knowledge, Skills, and Abilities:
Education: Associate's degree in Criminal Justice, Behavioral Sciences, or related field; or an equivalent combination of education, training, and experience.
Experience: Three (3) years of experience in Criminal Justice or human services; or an equivalent combination of education and experience.
Required Knowledge:
- Strong understanding of English composition, arithmetic, spelling, and modern office equipment.
- Ability to establish and maintain records and files and to prepare written reports from such information.
- Ability to prepare accurate and reliable reports and log entries containing findings.
- Ability to use logical and creative thought processes to develop solutions according to written specifications and/or verbal instructions.
- Ability to handle stressful situations in a professional manner, including angry or difficult individuals; accurately assess situations and people.
- Ability to analyze a variety of problems, make recommendations for their solution, and prepare working procedures.
Language Skills: Must have the ability to communicate effectively both verbally and in writing and the skill to organize materials and present information clearly and concisely in verbal and written form. Must understand and follow verbal and written instructions. Must have proficient knowledge of the English language, proper grammar, punctuation and spelling in other oral and written communication and have the ability to write routine reports and correspondences. Must be able to read, comprehend and apply laws, rules, regulations, policies and standard operating procedures required for this position, as well as, basic how-to documents and manuals.
Interpersonal Skills: Must possess the ability to establish and maintain effective working relationships with detentions personnel, court personnel, attorneys, law enforcement officials, the public, and defendants.
Mathematical Skills: Must have the ability to work with basic mathematical concepts such as addition, subtraction, multiplication and division and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Skills: Must be able to apply principles of logic and reasoning or scientific thinking to a wide range of intellectual and practical problems and work independently with minimal direction. Must be able to prioritize work and simultaneously manage multiple responsibilities at times under pressure of tight deadlines and emotional situations. Must have the skill to solve problems involving concrete and abstract variables in a variety of situations within established guidelines.
Office Technology/Computer Skills: Must be able to effectively use modern office technology and equipment, including computers, calculators, telephone, copiers with scanning and faxing capabilities. Must be proficient in word processing, database manipulation, spread sheets, email, and the knowledge to save and retrieve documents from a variety of destinations and sources with a high degree of accuracy. Must be able to learn the software and programs related to the position and the County.

- Work is generally confined to a sitting or standing environment.
- Because the work is performed in close proximity with detained defendants convicted of felony crimes, the work involves an element of personal danger.
The following are some of the physical demands commonly associated with this position:
- Spends 65% of the time sitting and 35% of the time either standing or walking.
- Occasionally lifts up to 25 lbs. when moving supplies or files.
- Verbal and auditory capacity enabling interpersonal communication as well as communication through automated devices such as telephones.

This position operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Ability to tolerate and be productive in a quiet to moderate noise level in the work place. Employee will have periodic exposure to hazards in the field such as driving and inclement weather.
Special Requirements: Must possess and maintain a valid Colorado Driver's License and satisfactory driving record. Must occasionally work under deadlines with the possibility of working beyond regularly scheduled hours.
