JOB SUMMARY

The Garnishment Specialist plays a critical role in the Collections Division's primary assigned goals: the enforcement of state statutes, rules, and the collection of outstanding income and business tax delinquencies/liabilities. This position will have responsibilities involving the collection of unpaid tax liabilities and outstanding delinquencies for individuals and businesses. This may include serving as primary point of contact for taxpayers on assigned caseloads; coordinating and participating in administrative hearings; monitoring collection activity of third-party outside collection agencies; determining basis of liability; conducting examinations and inspections of various tax records and issuing orders for taxpayers whose licenses or permits are canceled.

DUTIES AND RESPONSIBILITIES

The functions performed by employees in this job family will vary by level, but may include the following:

  • Responsible for preparing, processing and issuing delinquent individual income tax accounts for administrative wage garnishment, including managing all employer and taxpayer correspondence related to garnishments.
  • Conduct specialized reviews of individual tax accounts, to include utilizing third party platforms, and employer accounts for the purpose of implementing appropriate administrative authority wage garnishments.
  • Manage relevant workloads to include tasks and cases.
  • Ensures taxpayers are eligible to be garnished prior to implementing any garnishment, to include current legal and procedural requirements being met.
  • If a taxpayer does not qualify for garnishment, review will be completed to see if the taxpayer is a good candidate for Legal referral of the account for potential bank levy or asset hearing.
  • Conducts exemption and hardship reviews on accounts as it pertains to wage garnishment implementation, when applicable.
  • Advises contacting taxpayers or their legal representatives of available options for repayment of delinquent tax liabilities to include payment plans in lieu of garnishment when applicable. Sets payment plans in lieu of garnishment when applicable, following current guideline requirements.
  • Perform review tasks to ensure garnishments and payment plans in lieu of garnishment remain compliant and that next stage action is not required such as proceeding with garnishment or implementing employer liability request from Legal.
  • Examines, investigates, and reviews records, reports, and management practices to ensure legal compliance with state rules and statutes.
  • Reviews applicable laws, regulations, procedures, and financial and administrative controls.
  • Evaluates relevant data and aspects of situations and make appropriate decisions.
  • Manages and prioritizes assigned caseload and provides services to taxpayers with little supervision.
  • Identifies the most appropriate method to complete tasks and meet deadlines.
  • May serve as the agency's witness for court proceedings as it pertains to the validity and collection of outstanding liabilities and delinquencies.
  • Assists in projects or tasks as assigned, including those in other sections or divisions.

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of

  • An associate degree in accounting, finance, business, public administration, or a related field
  • OR two years of experience in auditing, accounting, finance, taxation and revenue, credit collections, or investigative work
  • OR an equivalent combination of education and experience

PREFERRED QUALIFICATIONS

  • Proficiency in Microsoft Office with business application software
  • Previous tax or government knowledge
  • Experience in OneLink, FAST and/or Gentax software

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

This position may require occasional travel.

The Oklahoma Tax Commission's normal work hours are Monday through Friday, 7:30am to 4:30pm. This schedule may require minor flexibility based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to work BOTH on-site and telework at an off-site location, generally in the applicant's home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
