REQUIREMENTS: Education: Graduation from high school or GED equivalent and technical training in the operation of water treatment facilities with a working knowledge of equipment, material, facilities, methods and procedures used in the water treatment plant operations and maintenance. Licensing, Registration or Certification: Background check must be satisfactory. Pre-employment screenings must be passed. Must possess or be able to obtain at time of hire, and maintain a valid WV drivers license. Must possess and maintain a West Virginia Class III Water Supply Operator License while in position. Experience Education and/or experience above or any equivalent combination of education and experience. Skills, Knowledge and Abilities: Working knowledge of equipment materials, facilities, methods and procedures used in the water treatment plant operations and maintenance. Knowledge of sampling and analysis procedures and methods for water treatment systems. Working knowledge of computer systems and data bases for process control and records/report writing. TASKS and DUTIES OF JOB: General Definition: Performs a variety of skilled technical and maintenance tasks involving the overseeing of the day-to-day operation of both the Baltimore & Williams Street and Big Springs Water Filtration Plants. Employee works under the regular supervision of the Utilities Director or the Assistant Utilities Director. While performing the duties of this job, the employee normally works indoors the majority of the time, however, since the treatment plants consist of numerous buildings this employee would be exposed to all types of weather conditions in travel from building to building. While performing the duties of this job, the employee occasionally works near moving mechanical equipment and is exposed to wet and /or humid conditions. The employee is frequently exposed to toxic or caustic chemicals, agents and other chemicals used in water treatment. Working with various chemicals and mechanical/electrical equipment can be hazardous. The employee is required to work around large open top tanks that can be hazardous. The employee operates motor vehicles, laboratory equipment and other specialized equipment. Noise levels are low to moderately loud. 1 Maintains the required confidentiality of all work. 2 Assign and supervise the duties and work schedules of water treatment plant operators at both facilities. Oversees operator staffing at facilities and makes recommendations on requirements to meet system demands. 3 Establishes and maintains distribution system/sampling/monitoring protocol in accordance with West Virginia Department of Health requirements and any other regulatory agency reporting and City records. 4 Monitors and reviews data daily to make adjustments in plant processes and feed equipment to obtain peak performance. Assures through this data review that all processes are operating within their required range of established parameters. 5 Trains or locates training for operating staff in acceptable operation methods to maintain skilled operating staff and maintenance of their certification requirements. 6 Oversees the calibration and maintenance of electrical and mechanical equipment to schedule maintenance by plant staff and outside agencies. 7 Schedules and conducts plant inspections and tours by regulatory and outside agencies to ensure compliance and public relations. 8 Reviews and signs plan operations logs and other data as required by regulatory agencies and ensure the timely completion and submission to required agencies. 9 Maintains materials and supplies for the safe operation of the water treatment facilities. 10 Any and all other duties assigned by the Utilities Director or Assistant Utilities Director 4. MEASURES OF PERFORMANCE: 1 Has a thorough understanding of job duties. 2 Shows an interest in job and City. Represents the City in a professional and ethical manner. 3 Communicates effectively with co-workers and supervisors. About this role Since 2017, GiveDirectly has provided cash relief to low-income Americans affected by disasters. Between 2020 and 2021, we distributed $200M to 200,000 households in response to the COVID-19 crisis - 100% remotely. In 2021, GiveDirectly launched a permanent U.S. team to implement cash programs in disaster response and guaranteed income. As part of this effort, we launched the largest guaranteed income program focused on Black women in the U.S., and administered two of the largest government-funded GI programs in the country in Chicago, IL and Cook County, IL.  Rural areas are dramatically underrepresented in the 150+ guaranteed income pilots that have been run nationally. It is predominately in cities where governments and philanthropies have experimented with flexible, effective cash supports, further leaving rural communities behind. This program addresses this gap in guaranteed income distributions across rural areas in the United States, by providing direct support so that people in rural areas are able to have a fair chance at achieving their American Dream.  Community Engagement Coordinator (CECs) will support GiveDirectly’s work with the Rural Guaranteed Income Program. As a member of the Mercer County, WV-based team, you will support with outreach for likely eligible applicants, verification of applicant eligibility for the program, directly support applicants in application and enrollment (virtually and in person), support community partners with questions about the program, use tools (such as benefits protection calculators) to help applicants make an informed decision about participating in the program, support program staff in engaging applicants throughout the application and enrollment process, and perform other duties as assigned.  Location Requirement: Must currently reside in  Mercer County, WV  (or within 40 miles), or should have plans to reside in Mercer County (or within 40 miles) starting September of 2025. While some of the work may be done remotely, you will be asked to support in-person activities throughout the County for the duration of the project.  You must be authorized to work in the United States at the time of application; we are unable to sponsor international candidates for this position.
