Job Description

 JP Mascaro & Sons is a locally owned and operated private family owned company who has been experiencing record growth and success. In 1964, it started with one truck. We have grown into one of the largest most successful fully integrated solid waste companies serving the mid-Atlantic area.

The Operations Manager position involves independent judgment and is accountable to manage, direct, and implement the allocation of manpower and equipment in the most efficient manner to ensure that operational goals and objectives are met. Work is performed under the supervision of the General Manager.

The Operations Manager ensures that all employees comply with all safety, DEP and OSHA regulations and operating policies and procedures of the company, and continually reinforces the same through specific training programs and constant interaction with all employees. This position is responsible to train all operators and laborers, and to complete any other duties as assigned by the General Manager.

ESSENTIAL FUNCTIONS:

1. Sets up and/or approves the daily schedule and allocates manpower and equipment to attain the highest possible level of productivity and customer service in the most cost-effective manner.
2. Oversees and coordinates the work of those involved in the construction and maintenance of landfill projects.
3. Responds to inquiries, requests from individuals, vendors or public/private haulers using the landfill regarding landfill use.
4. Responsible for the training of all operators, laborers and supervisors in the policies, procedures and customer service goals of the company.
5. Ensures all employees properly represent the company in the daily conduct of their duties.
6. Responsible for ensuring proper recognition and/or disciplinary action, when warranted, is issued in a timely manner in accordance with the company’s policies and procedures, and for ensuring positive morale.
7. Anticipates problems and develops contingency plan(s) to handle the same.
8. Responsible for complying with DEP and OSHA rules and regulations.
9. Administers and enforces the licensure and permit procedures, ensuring operations meet requirements.
10. Responsible for summarizing daily, weekly, and monthly operational events.
11. Assist in the development and delivery of safety and quality assurance programs.
12. Project and maintain a positive image with peers, subordinates, customers and community in all situations.
13. Interviews employee candidates, recommends individuals for hire, ensure proper orientation and training.
14. Responsible for ensuring the facilities and equipment are maintained in accordance with company standards.

KNOWLEDGE, SKILLS AND ABILITIES:

1. Requires an overall knowledge of the solid waste business DER, DEP, OSHA and DOT regulations as they apply to this industry and the operation of the facility and all related equipment.
2. Thorough knowledge of local policies and procedures governing the use of the landfill.
3. A general knowledge of ground water monitoring, sampling and testing as related to landfill operations.
4. Ability to analyze and design work plans to maximize efficiency and cost effectiveness.
5. Ability to establish and maintain an effective working relationship with all employees.
6. Ability to coach, develop and motivate employees.
7. Thorough knowledge of safety practices and procedures as they relate to landfill operations.

TRAINING AND EXPERIENCE:
1. A minimum of 5 years supervisor experience; or
2. Any equivalent combination of experience and training that provides the preferred knowledge, skills and abilities.
3. Experience in supervising landfill operations is extremely desirable.
4. Basic computer literacy.

JOB QUALIFICATIONS: 

1. Ability to bend, stoop, sit and stand for long periods of time.
2. Ability to lift 50 pounds.
3. Ability to handle multiple tasks simultaneously.
4. Understanding of and ability to operate heavy equipment in earthwork applications.
                                                                     5. Willing to work overtime and Saturdays as needed.
