The Opportunity:

The Acquisition Analyst is responsible for managing the acquisition process and contract negotiations to ensure timely and cost-effective procurement of goods and services. This role requires a deep understanding of procurement laws, regulations, and best practices.

Responsibilities:

  • Generate contract work breakdown structures (CWBS) based on government initial requirements.

  • Generate initial Acquisition Planning Conference (APC) briefs.

  • Draft initial Acquisition Plans (AP) (ISTRAP-Ms).

  • Draft CLIN structures (RFPs or OTAs) and suggest contract vehicles at the CLIN level, for government review.

  • Draft Statements of Work (SOW), for government review/reading sessions.

  • Build lists of recommended CDRLs as SOWs are created.

  • Draft initial DD Form 1423s if there is a manpower shortage, required by the Program Office.

  • Draft Award Fee Plans (AFP) if/when the requirements warrant incentivizing non-cost factors.

  • Suggest initial NAVSEA clauses (for RFPs) or articles (for OTAs).

  • Draft initial Justification & Approval (J&A) documentation (if sole source).

  • Draft initial Instructions to Offerors (if competitive).

  • Draft initial Evaluation Criteria (if competitive).

  • Draft/review D&Fs, IGCEs, DD254s, and other documents as needed by the Program Office.

  • Sync daily/weekly with government and contractor counterparts via MS Teams or in-person, as required to maintain efficient communications.

  • Always be prepared to discuss/articulate ways-forward, risks, courses of action, with PAPMs, PCOs, APMs, other contractor SMEs.

  • Prepare talking points, research documents, find examples to share during daily/weekly syncs.

  • Generate/draft/update working documents (CWBSs, CLIN structures, SOWs, CDRL lists, APCs, APs, AFPs, IGCEs, 254s, clauses/articles, Section Ls, Section Ms.

  • Research the FAR, DFARS, DoW policies, NAVSEA policies, MIL HDBKs, MIL STDs, previous NAVSEA RFPs, previous work for same/similar procurements/acquisitions.

Qualifications:Required: 

  • A Secret clearance is the minimum requirement to begin employment.

  • 7+ years of experience in the Navy or Maritime Environment.

  • Experience with FAR-based acquisition approaches under time-sensitive requirements.

  • Ability to develop acquisition strategies and align capabilities with warfighter needs

  • High proficiency in communicating with senior Department of Defense officials, Congressional members (Armed Services Committee), and industry leaders.

  • Ability to effectively manage procurements throughout the entire acquisition lifecycle.

  • Effectively communicate phases of the acquisition lifecycle to stakeholders to prevent delays or bottlenecks in the process.

  • Skills in Microsoft Office.

Desired:

  • Previous acquisition working experience in NAVSEA.

  • A background working in acquisition with familiarization with FAR, DFARS, DoW policies, NAVSEA policies, MIL HDBKs, MIL STDs, and previous NAVSEA.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
