Job Description

The Federal Acquisition Policy SME will provide expert guidance and strategic support on federal acquisition laws, regulations, policies, and procedures. The SME will advise leadership, contracting personnel, and program offices on acquisition strategy, compliance, and procurement policy interpretation and implementation. This role supports cradle-to-grave acquisition activities and ensures alignment with the FAR, agency supplements, and applicable statutes.
Key Responsibilities
  • Provide expert-level interpretation and application of the FAR, DFARS, agency supplements, and federal procurement policies. 
  • Advise contracting officers, acquisition teams, and program leadership on acquisition planning, procurement strategies, and regulatory compliance. 
  • Develop, review, and update acquisition policies, standard operating procedures (SOPs), templates, and guidance documents. 
  • Conduct acquisition policy research and analysis to support procurement operations and leadership decision-making. 
  • Assist with policy implementation related to category management, procurement innovation, and acquisition reform initiatives. 
  • Provide guidance on small business programs, competition requirements, socioeconomic programs, and contract administration matters. 
  • Conduct training, workshops, and briefings for acquisition staff and stakeholders on procurement policies and best practices. 
  • Support audits, corrective action plans, procurement management reviews, and responses to oversight organizations. 
  • Collaborate with legal counsel, finance, program offices, and senior leadership to resolve complex acquisition and compliance issues. 
  • Monitor changes in federal acquisition regulations and communicate impacts to internal stakeholders. 
Required Qualifications
  • Bachelor’s degree, Master’s degree preferred
  • Minimum of 10+ years of federal acquisition and procurement policy experience. 
  • FAC-C, DAWIA, CPCM, or equivalent acquisition certification. 
  • Extensive knowledge of the FAR, agency supplements, and federal procurement policies and procedures. 
  • Demonstrated experience developing acquisition documentation, policy guidance, and procurement strategies. 
  • Experience with contract writing systems and federal procurement platforms such as SAM.gov, FPDS, eSRS, and CPARS. 
  • Knowledge of source selection procedures, protests, and procurement compliance reviews.
