Acquisition Professional Level 3 (AP3)
Senior Acquisition Strategist | Hiring Bonus Eligible
Are you an experienced acquisition leader who understands how strategy, regulation, and execution converge to drive mission success? We are seeking a Level 3 Acquisition Professional to provide high-level advisory and operational support across complex federal acquisition efforts.
This is a senior role designed for professionals who can independently shape acquisition strategy, develop compliant documentation, and guide programs through solicitation and source selection with precision and confidence.

Position Overview
The Acquisition Professional Level 3 will advise Government Program Managers and acquisition officials through the full procurement lifecycle - from requirements development and market research to solicitation drafting, source selection administration, and contract strategy execution.
This role requires strong regulatory knowledge, advanced documentation capability, and the ability to manage acquisition activities across multiple stakeholders and competing priorities.
Key Responsibilities
Acquisition Strategy & Advisory Support
Advise Government stakeholders on acquisition, solicitation, and award strategy.
Develop and refine acquisition approaches aligned to cost, schedule, regulatory, and mission objectives.
Prepare briefings and documentation for acquisition and contract strategy meetings.
Draft justifications for other-than-full-and-open competition.
Interpret and apply federal acquisition regulations and agency-specific guidance.
Assist in acquisition process improvement initiatives and policy refinement.
Requirements Development & Documentation
Support Program Managers in identifying and collecting Minimum Acquisition Requirements.
Develop and write:
Statements of Work (SOW)
Statements of Objectives (SOO)
Performance Work Statements (PWS)
Technical Task Orders (Completion & LOE)
Labor Categories
Integrate contract requirements from multiple sources into cohesive solicitation packages.
Draft Award Fee Plans and performance incentive documentation.
Conduct compliance reviews of acquisition documentation at all stages of development.
Market Research & Pre-Solicitation Support
Conduct and document formal market research.
Draft and analyze market surveys and Requests for Information (RFIs).
Coordinate and schedule pre-acquisition meetings and Integrated Product Teams (IPTs).
Support industry engagement activities and pre-solicitation conferences.
Track solicitation development milestones and documentation status.
Source Selection Administration
Draft Source Selection Plans (SSPs), Proposal Preparation Instructions (PPIs), and Proposal Evaluation Criteria (PECs).
Organize proposal review activities and administer evaluation documentation.
Track vendor correspondence and maintain structured acquisition records.
Support Government scoring and evaluation documentation management.
Program Scope
Support may include:
Non-Major System acquisitions
Acquisition Category programs
Efforts ranging from small-dollar procurements to large, complex acquisitions
Required Qualifications
Twelve (12) years of demonstrated combined experience in federal acquisition management, contracting, or contract management.
Bachelor's degree in a business or technical discipline required.
In lieu of degree: DAWIA Level II (any focus area) plus additional directly related experience totaling fifteen (15) years.
In lieu of certification: eighteen (18) years of directly related experience.
Minimum three (3) years of experience drafting pre-solicitation documents in compliance with formal federal acquisition policy frameworks.
Experience supporting structured source selection processes.
