Permian Resources (NYSE: PR) is seeking an Air Compliance Engineer in Midland, TX to manage minor source air permitting and compliance across the company's upstream operations in the Permian Basin. This role owns the full lifecycle of air quality authorizations in New Mexico and Texas, prepares greenhouse gas (GHG) and emissions inventory reporting, administers Clean Air Act NSPS Subpart OOOOa/OOOOb compliance, and supports environmental due diligence for acquisitions, divestitures, and other ad hoc projects. The position requires working knowledge of upstream oil and gas operations, including production and facilities engineering fundamentals, to accurately scope permitting and compliance obligations at the well site and facility level.

General Responsibilities

  • Prepare, submit, and manage applications and registrations under NMED's General Construction Permit for Oil and Gas Facilities (GCP-O&G), including Notice of Intent filings & permit modifications

  • Track facility-level applicability and maintain GCP-O&G recordkeeping, monitoring, and reporting obligations for operated facilities.

  • Maintain compliance database per NM Ozone pre-cursor requirements and generate a compliance database report annually by July 1st.

  • Prepare and maintain TCEQ Permit by Rule (PBR) registrations (e.g., 106.352 Oil and Gas Handling and Production Facilities) for new and modified production facilities.

  • Prepare and manage TCEQ Non-Rule Standard Permit (NRSP) registrations for oil and gas handling and production facilities where PBR authorization is not applicable.

  • Maintain permit files, applicability logs, and facility identification numbers (FINs/EPNs) in support of TCEQ recordkeeping and inspection readiness.

  • Prepare and submit annual Greenhouse Gas reports for applicable facilities.

  • Develop and maintain facility- and company-level air emissions inventories (criteria pollutants, HAPs, and GHGs) using approved emission factors and engineering calculations.

  • Support state emissions inventory submittals (e.g., TCEQ EI, NMED EI) and respond to regulatory data requests.

  • Administer the company's Subpart OOOOa and OOOOb reporting and compliance program

  • Prepare annual OOOOa/OOOOb compliance reports and certifications, and coordinate with field and engineering teams to maintain the NSPS compliance database.

  • Monitor forthcoming EPA rule changes (e.g., methane fee/OOOOc implementation) and advise leadership on compliance impact.

  • Support environmental due diligence for acquisitions, divestitures, and other transactions, including permit and compliance status reviews, Phase I-type environmental assessments coordination, and identification of environmental liabilities or permitting gaps.

  • Assist with integration of acquired assets into the company's air permitting and compliance systems.

  • Support program activities and other environmental compliance projects as assigned.

Required

  • Bachelor’s degree in engineering, or a related field, and a minimum of 2 years of upstream oil and gas air quality or environmental compliance experience; OR a minimum of 8 years of relevant industry experience in lieu of a degree.

  • Working knowledge of NMED and TCEQ air permitting programs applicable to oil and gas facilities (GCP-O&G, PBR, NRSP), and of federal Clean Air Act requirements including 40 CFR 60 Subpart OOOOa/OOOOb and 40 CFR 98 Subpart W.

  • Familiarity with upstream production and facilities engineering concepts (wellsite equipment, tank batteries, compressor stations, gathering systems) sufficient to assess air permitting and compliance obligations.

  • Strong data management proficiency and experience with emissions tracking/calculation tools; ability to interpret and apply complex air quality regulations independently.

  • Excellent written and verbal communication skills, with the ability to prepare regulatory submittals and translate compliance requirements for field personnel.

  • Valid driver's license and safe driving record; ability to travel to field locations across West Texas and Southeast New Mexico.
