Overview and Purpose 

The ASC Program Manager (PM) will be responsible for the set up and execution of the ASC Program. This program will be executed jointly by Gulf Copper LLC in Galveston, TX and Port Arthur, TX and by Davie Nordik Yard Finland (DNYF) at the Helsinki Shipyard in Finland for the delivery of polar vessel for the U.S. Coast Guard based on an existing design previously built at the Helsinki Shipyard. 

The role includes the development of and delivery of the program execution strategy, encompassing all phases of ship design adjustments and optimization, construction, commissioning and delivery. 

The PM will have responsibility for the customer relationship at the program level and for ensuring that all program management responsibilities are executed with the support of the various functional support organizations including but not limited to engineering, planning, project controls, supply chain, finance, legal, contracts, and production 

Essential Duties and Responsibilities: 

This position is responsible for the following: Other duties may be assigned.  

  1. Develop and ensure effective implementation of the Program Management Plan and related program control processes that support the program requirements. 

  1. Identify risk areas and recommend mitigation plans as part of the Program Management implementation approach. 

  1. Lead and motivate the program management team by fostering a high performing team committed to achieving the standards and the goals and of the corporation. 

  1. Develop the management plans and processes which provide effective management of all design products and processes to the construction effort. 

  1. Manage the client-supplier relationship by acting as a key interface for client relations (ex: hosting Progress Review Meeting, etc.). Identify and communicate contractual obligations and ensure that they are always respected. 

  1. Supervise the development, approval, and issuance of client and internal status reports that proactively support, monitor, and communicate budget, actual status, and forecast costs, labor hours and quantities for your assigned project. Ensure recommendations are provided in conjunction with these reports to provide corrective action for implementation.  

  1. Establish and effectively leverage cross-discipline relationships within the Project team to facilitate the achievement of objectives. 

  1. Establish the ASC Program Management team. This includes proactively developing the Program organization chart, with the definition of roles and responsibilities, the resource needs and ensuring suitable team composition is in place as required. Establish a plan for resource mobilization, including training if needed. 

  1. Participate in the development and negotiation of the Build Contract for the ASC, bringing shipbuilding and industry best practices. 

  1. Make recommendations to senior management on key issues where a decision between Gulf Copper LLC or DNYF process should be used and how/when a transition these to minimize disruption to the project while contributing to global organizational objectives of standardization. 

  1. Define and advise company leadership and program team on specific actions to effectively manage cash flow. 

  1. Continuously check the coherence between the Tasks funding and the resources plan with the aim of keeping an efficient and effective Resource Plan. 

  1. Identify the necessary actions to keep the Project within the expected schedule. 

  1. Lead the effort to create and maintain an integrated master schedule. 

  1. Laise between the project team and with the GC LLC matrix organization. 

  1. Manage the ship’s technical configuration under contractual obligations. 

  1. Create and maintain project financial controls. 

Required Education & Experience: 

  1. Twenty plus (20+) years of progressive experience in program management, including ship design and shipbuilding experience as well as federal government contracting experience. 

  1. Bachelor's degree in engineering, construction management, business administration, or related field.  

  1. Knowledge of government project management methods, ability to anticipate government management needs and concerns and create mitigation strategies for potential issues.  Knowledge of US Coast Guard and US Navy acquisition management practices required. 

  1. Full proficiency in application of skills and methods in cost and schedule control methodologies as contained in Association for the Advancement of Cost Engineering International (AACEi) and Project Management Institute Project Management Body of Knowledge (PMBok) standard practices. 

  1. Working knowledge of Earned Value Measurement (EVM-ANSI EIA – 748B) in design, engineering, procurement & construction. 

  1. Working knowledge of risk management principles and methodologies. 

Working Conditions:  

  1. Periodic open-air conditions such as noisy, hot, cold, but mainly in an office-controlled environment.  

  1. May have to visit projects aboard ships, or the customers locations.  

Periodic domestic and international travel required 

  1. You must wear hearing, eye, head protection and proper PPE when required.  

Necessary Equipment Operation:  

  1. Computer skills: MS Office (Outlook, Word, Excel, Power Point, etc.).  

  1. Ability to use Customer Supplied programs or websites.  

  1. Office equipment, including telephone, scanner, computer, printer, etc.  

Special Skills: 

  1. Sound understanding of project delivery phases and activities performed in each phase with their associated deliverables. 

  1. Expert knowledge of, and a demonstrated understanding of the interrelationship of a good technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement and contracting strategies, commissioning and start up.  

  1. Effective written and verbal communication skills; able to clearly identify and articulate issues to senior management. 

  1. Demonstrate high degree of teamwork and cooperation with other team members, including fast-paced deadline pressures.
