Position Objective:

The position is responsible for assisting the Director of Work Planning & Safety Compliance in the coordination of access and use of LIRR support/resources for maintenance and construction within the MTA Grand Central Madison Operating Company territory.

The work planning and coordination is required for safety, to maximize limited track access time, prevent conflicts with Long Island Rail Road operations and maintenance, avoid negative customer impacts and efficiently allocate MTA staff.

This position works with the Director of Work Planning & Safety Compliance in the weekly coordination and planning activities to provide access and support for third-party contractors' work activities. There are also various reporting duties to track the use of resources between the contractors and Long Island Rail Road. LIRR/GCMOC access and support can include RWIC/flagging support, track car pilots, and room escorts to ventilation, communications, signals, and power facilities. Additionally, any work that will have a potential customer service impact will be the responsibility of the Assistant Director to assist with organizing in a way to minimize the impacts.

This position coordinates directly with LIRR Special Projects and Transportation to schedule required resources with a minimal impact on operations. Coordination with other Project Management representatives from MNR, MTACD, MTA RE, and NYCT is expected due to the interface with other MTA agencies and their third-party contractors for any work within the GCMCOC territory.

Responsibilities:

  • Assist with directing the maintenance work in the Grand Central Madison (East Side Access) territory, to include the Grand Central Madison station, tunnels, and Mid-Day Storage Yard. This work is managed through the weekly scheduling process designed to allocate track time, room access, and identify and resolve conflicts. Work is performed by both Long Island Rail Road and facility maintenance contractor(s).
  • Manage a weekly access and protection schedule and coordinate with all parties who have work in the territory.
  • Coordinate project activities with the project team, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.
  • Manage the development, analysis, reporting, and maintenance of work planning data and other related data to effectively manage resources used by the maintenance contractors/vendors
  • Compile, analyze, and prepare data into reports and presentations for the Director, Work Planning, and other GCMOC senior management
  • Maintain relevant reports and data for access and protection approvals and denials
  • All staff of the GCMOC, as a lean agency, have shared responsibility for oversight of GCMOC contract operations and maintenance.
  • Manage the weekly coordination of access and protection requests for a minimum of 4 vendors and/or consultants
  • Other duties as assigned.

Required Knowledge/Skills/Abilities:

  • Demonstrated "safety-first" approach.
  • Must have knowledge of the Long Island Rail Road work scheduling process, including contractor flagging and room escort requirements.
  • Must have knowledge of the safety requirements of GCMOC.
  • Knowledge of the railroad industry and understanding of FRA regulations.
  • Excellent communication and interpersonal skills.
  • Excellent organizational skills.
  • Ability to manage sensitive information with a high level of confidentiality and judgment
  • Proficiency working with a variety of data sources and formats, including large data sets.
  • Demonstrated ability to work with all internal levels within the LIRR and external stakeholders, including the MTA agencies.
  • Demonstrated ability to establish and meet regular timelines.
  • Demonstrated ability to convene meetings, collaborate, and achieve consensus with a broad range of stakeholders to move work programs forward.
  • Must have excellent team-building, listening, problem-solving, and prioritization skills
  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.
  • Proficiency in Microsoft Office Suite (including Word, Excel, Access, PowerPoint, and Outlook), Power Apps, Teams, or similar applications
  • Demonstrated analytical capabilities and quantitative skills.

Required Education and Experience:

  • Bachelor's degree in Business, Transportation, Public Policy, or a related field from an accredited college.
  • Minimum 5 years related experience, including at least 3 years in a similar role in a large, multi-faceted, fast-paced organization or governmental body preferred.

The Following is/are preferred:

  • Proficient in standard analytical data processing and management support tools and office productivity suites
  • Familiarity with the MTA's policies and procedures.
  • Familiarity with the MTA's collective bargaining procedures.

Other Information

May need to work outside of normal work hours (i.e., evenings and weekends)

Travel may be required to other MTA locations or other external sites.
