Summary/Objective

The Assistant Director of Human Resources assists the Director of Human Resources and Risk Management in all aspects of departmental operations and provides a full range of human resource services for employees. This position provides leadership and direction regarding HR functions including performance management, recruitment and employment services, benefits management and counseling, salary administration and job evaluation, organizational and talent development, records management, departmental budgeting, labor and employee relations, workers compensation and human resource information systems. The Assistant Director of Human Resources assists in short- and long-term planning of the HR function, is involved in executing the HR initiatives and may assume the duties and responsibilities of the Director of Human Resources while the Director is absent, exercising judgment and providing advice on a wide range of personnel matters.

Essential Functions

Guides departmental operations and assists in the development of short-and long-term departmental goals.

  • Assists in day-to-day departmental operations and provide periodic departmental reports.
  • Assists the Director in providing leadership and direction for the City and its employees regarding personnel matters, including recruitment and selection activities, position classification and compensation, organizational development and training, payroll and record keeping, the equal employment opportunity and affirmative action program, and employee relations.
  • Investigates and resolves problems related to reallocation of positions, working conditions, disciplinary actions, and employee grievances.
  • Provides leadership of staff in key HR functional areas to optimize divisional efficiencies and service delivery.
  • Maintains staff by recruiting, selecting, orienting, and training employees and developing personal growth opportunities.
  • Monitors employee productivity and provide constructive feedback and coaching.
  • Sets goals for performance and deadlines in ways that comply with the City's plans and vision and communicate them to direct reports.
  • Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
  • Prepares and monitors the department budget.
  • Prepares RFP and follows Purchasing and City Council procedures for securing vendors and contractors.
  • Remains competent and current on best Human Resources practices through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses.

  • Develops and recommends personnel policies, practices, and procedures by determining causes of personnel concerns, reviewing, and analyzing reports and surveys, applicable regulations, professional literature, and statistical data concerning all aspects of personnel administration.
  • Ensures consistent and equitable application of personnel policies and government regulations by advising administrators about the applicable policies and regulations and enforcing the personnel rules and regulations of the City.

Conducts investigations and counsels employees and supervisors regarding disciplinary and grievance procedures.

Requirements

Required Education and Experience

  • Bachelor's degree in Human Resource Management, Business Administration, or a related field.
  • Six+ years increasingly responsible experience in human resources management. Experience should include most or all of the following areas: employee relations, classification and compensation, job analysis, job evaluation, recruitment, employment, retention, affirmative action, benefits administration, organizational and talent development, development of and application of policies and procedures, HRIS systems and records, employee engagement and communications, investigations, and labor relations.
  • An equivalent combination of education and experience may be considered as meeting the minimum qualifications.

Preferred Education and Experience

  • Three years senior level management experience in human resources management in a municipal government setting.
  • Senior level human resources certification (SPHR, SHRM-SCP, ICMA-SCP).

  • Retirement/Pension- City employees are required by statute to contribute to the Kansas Public Employees Retirement System (KPERS). Voluntary retirement contributions are offered with Nationwide, Mission Square, and Empower KPERS 457.
  • Medical, Dental, Vision- The City offers an excellent benefits package that includes wellness, medical, vision, dental, and prescription drug benefits.
  • Paid Holidays- 10.5 paid holidays per year plus one additional floating holiday.
  • Paid Vacation- 12 to 26 days per year based on years of service.
  • Paid Sick Leave- 12 days per year.
  • Paid Parental Leave - up to 6 weeks of paid leave.
  • Education Reimbursement, Professional Development. Certifications/Licensure- The City will reimburse up to $8,000 per calendar year for tuition and fees. Professional Development funds are based on department budget. Certification/licensure may be reimbursed by the City.
  • Other Benefits- Long-term disability, employer paid group life insurance, basic life insurance, employee assistance program and an array of voluntary benefit options.
