Job Description

The office of the Montana Consumer Counsel is a legislative agency created by the Montana Constitution to represent the interests of Montana utility consumers in proceedings before the Public Service Commission. The office presents comments and testimony in the areas of finance, economics, accounting, engineering, and law.

Procedures to be used in evaluating applicants' qualifications may include but are not limited to an evaluation of: the State of Montana Employment Application; education, training and experience; a structured oral interview, writing samples and reference checks; and responses to supplemental questions (see below).

Applicants must be eligible to work in the United States.

The selected applicant may be required to complete a one-year performance appraisal/probationary employment period.

Salary depends on qualifications and experience. This position is not classified on the state's general pay plan.

Duties:

  • Legal research, preparation of briefs, motions, and other pleadings.
  • Sponsor expert witnesses at hearings, cross-examine other witnesses and present oral arguments.
  • Respond to public inquiries.
  • Assist in drafting and presenting testimony before legislative committees.
  • Communicate clearly and effectively with Public Service Commission staff and Commissioners.
  • Moderate travel to attend hearings and conferences will be required.

Competencies:

  • Knowledge of research methods.
  • Ability to write clearly in briefs, correspondence, etc.
  • Ability to communicate clearly regarding often complicated issues.
  • Ability to organize and prioritize work within deadlines.
  • Ability to work effectively with internal staff and the public.
  • Prior practice before a public utility commission or similar administrative agency preferred.

Education/Experience:

  • A Juris Doctor degree.
  • Admitted to practice law in Montana courts.
