Job Description

Required Qualifications (as evidenced by an attached resume):

Bachelor's degree (foreign equivalent or higher) in Business, Finance, Economics, or related field. Five (5) years of full-time related administrative experience in budgeting and/or project/program management. Two (2) years of full time experience supervising professional staff. Experience with spreadsheets, including Microsoft Excel, Microsoft Office Suite and/or general ledger software.

Preferred Qualifications:

Advanced degree (foreign equivalent or higher). Six (6) or more years of full-time administrative experience in budgeting and/ or project/program management. Three (3) or more years of full-time experience supervising professional staff. Experience in budget and/or project/program management involving external sponsors. Experience with QuickBooks. Experience with PeopleSoft. MS Access, SQL, Tableau, Power BI, Oracle Cloud, Electronic procurement systems, and/or RF Report System experience.

Brief Description of Duties:

This position is responsible for managing and maintaining all funded-type accounts directly controlled by both the Office of the Dean of the Renaissance School of Medicine and the Office of the Executive Vice President of Stony Brook Medicine, with annual expenditure activity of approximately 50 million. This position will serve as a trusted partner to leadership and will act as a liaison and point of contact for administrators and staff to provide consultation, guidance, and trainings on various financial issues, as well as to troubleshoot matters of concern to both the University and outside vendors. The incumbent will be highly collaborative with exceptional communication skills.

Duties:

Budget and Finance

  • Manage and maintain all State Appropriated Funds, Stony Brook Foundation (SBF), Research Foundation (RF), IDC, Royalty, and Practice Plan (Dean's 1%) Accounts Directly controlled by the Offices of the Dean/SOM and the Office of the EVP/SBM, with annual expenditure activity of approximately $50 million: Maintain records of the Dean and EVP's financial commitments to various schools, centers, departments, chairs, and faculty. Recommend optimum source of funds to be used to satisfy these commitments. Communicate and request fund transfers (non-state), as necessary.
  • Review and process personnel (PSR) and non-personnel (OTPS) expenditures for the Medical Scientist Training Program (MSTP).
  • Balance and reconcile all accounts monthly and produce reports and projections. Process inventory control for items purchased, as well as coordinating annual property control list.
  • Prepare the Dean's 1% Budget for submission and approval by the Clinical Practice Management Plan (CPMP) Board. Compile financial schedules necessary to facilitate the budget process for various areas within the Dean/SOM, such as Medical Education, Advancement, Cancer Center, and Scientific Affairs. Attend budget meetings as necessary.
  • Process journal and budget transfers (State appropriated funds) as requested and participate in the President's State Lapsing Fund Committee. Prepare new account requests for review and approval.
  • Resolve financial issues related to renovations, recommending more efficient payment procedures, and coordinating the use of SBU's procurement system (WolfMart) and procurement credit card purchases.
  • Manage the finances for Stony Brook's Medicaid Program Initiative within the School of Medicine, School of Dental Medicine and CEWIT. Act as liaison for Stony Brook's Medicaid Initiative by working closely with New York State Department of Health, SUNY Central on administrative matters.
  • Liaison with Departments, University Recruitment, and Search Firms on high level recruitment as it relates to contracting and payments.
  • Monitor, track, and review shared purchases and service between School of Medicine and University Hospital. Prepare semi-annual due to/due from reconciliation and coordinate the proper reimbursement to each party. Process appropriate financial transactions.
  • Process financial journal transfers and allocations transfers for the Dental School, Nursing School, Social Welfare, and the School of Health Professions.

Training and Development

  • Provide consultation, guidance, and training to department and school administration on various financial issues
  • Train new department administrators and account managers on using the electronic IFR accrual program, SUNY BI financial system, SBU reporting, and RF report center
  • Develop and maintain a tracking system for all accounts in order to provide actionable data and feedback to leadership
  • Serve as a sounding board and partner to leadership and advise on updates to processes and procedures as needed

Staff Supervision

  • Responsible for the direction and supervision of staff. Provide ongoing feedback and training to direct reports
  • Oversee, monitor, and train the School of Medicine Dean's Office staff with the inputting of information into the QuickBooks accounting system, SUNY BI, and WolfMart.
