Job Title: Business Analyst - Advanced (11129)Location: Columbia, South Carolina (Hybrid) Duration: 12 Months Extension Possible: Yes Interview Process: 1 Round – Virtual/Online Work Schedule: Hybrid – 3 Days Onsite / 2 Days Remote Candidate Requirement: Must be local to SC or willing to relocate before start date at own expense Key Responsibilities

Gather, analyze, and document business requirements, workflows, and business rules
Translate business requirements into functional specifications for technical teams
Analyze current business operations and recommend process improvements
Support business process redesign and documentation efforts
Conduct requirements elicitation, validation, and change management activities
Create and maintain business process models and requirement repositories
Work closely with technical, testing, project management, and business teams
Provide clarification and interpretation of requirements to development and QA teams
Identify project risks, issues, and mitigation strategies
Collaborate with vendors, state agencies, healthcare providers, and stakeholders
Support MMIS and healthcare-related project initiatives
Participate in governance, documentation, and reporting activities

Required Skills

Bachelor's degree in Technical, Business, or Healthcare field
5+ years of experience in Government IT projects as a Business Analyst
5+ years of experience eliciting, mining, and documenting business rules and processes
3+ years of Medicaid or Healthcare industry experience
Strong understanding of business modeling techniques and process flow documentation tools
Experience documenting requirements, workflows, and use cases
Strong communication and stakeholder management skills
Ability to analyze regulations, policies, and business procedures

Preferred Skills

Medicaid subject matter expertise
MMIS project or operational experience
Healthcare insurance domain experience
Microsoft Project / Project Server experience
Knowledge of formal business process documentation methodologies
