Strata-G is seeking an experienced Business Development & Proposal Manager (Federal Contracting) with the following:

Summary:

We are seeking an experienced Business Development & Proposal Manager with a strong background in federal government contracting to drive strategic growth initiatives and lead the development of compliant, compelling proposals.

This role is responsible for managing the full capture and proposal lifecycle for federal opportunities, including pre-RFP shaping, capture planning, proposal development, and submission. The ideal candidate understands the federal acquisition process (FAR/DFARS), has experience supporting competitive bids, and thrives in deadline-driven environments.

Business Development & Capture Management

  • Identify, qualify, and track federal opportunities through tools such as SAM.gov, FedConnect, GovWin, and agency forecasts.
  • Lead capture efforts from opportunity identification through contract award.
  • Conduct customer research, competitive analysis, and stakeholder mapping.
  • Develop and execute win strategies and capture plans.
  • Build relationships with federal agencies, contracting officers, small business partners, and industry teammates.
  • Support teaming agreements, subcontractor negotiations, and pricing strategy coordination.
  • Maintain pipeline reporting and updates.

Proposal Management

  • Manage the full lifecycle of federal proposals (RFI, Sources Sought, RFP, RFQ, IDIQ, task orders).
  • Develop proposal schedules, outlines, compliance matrices, and annotated templates.
  • Ensure strict compliance with FAR, DFARS, and solicitation instructions.
  • Lead color team reviews (Pink, Red, Gold, etc.) and incorporate feedback.
  • Write, edit, and refine technical, management, past performance, and executive summary sections.
  • Coordinate with pricing, contracts, HR, and technical SMEs.
  • Oversee final production and on-time submission via government portals.

Required Qualifications

  • Bachelor's degree in Business, Communications, Marketing, Science, Engineering or related field.
  • 10+ years of experience in federal business development, capture, or proposal management.
  • Demonstrated success supporting or leading winning federal proposals.
  • Strong understanding of the federal acquisition lifecycle and procurement processes.
  • Experience with IDIQs, BPA task orders, and small business set-asides.
  • Exceptional writing, editing, and organizational skills.
  • Ability to manage multiple concurrent bids under tight deadlines.
