Job Description

Purpose:

The Business Development & Capture Manager will support the organization's growth strategy by identifying, qualifying, developing, and capturing new business opportunities across the federal government contracting market. This position will develop and execute business development and capture strategies for both Defense and Federal Civilian markets while building strong relationships with government stakeholders, industry partners, and teaming organizations. This individual will help manage the opportunity pipeline, develop go-to-market strategies, coordinate teaming efforts, and provide market and competitive intelligence to support strategic growth decisions.

Responsibilities:

  • Develop and execute business development and capture strategies supporting Defense and Federal Civilian markets.
  • Identify, research, qualify, and lead complex federal contracting opportunities through the business development and capture lifecycle.
  • Develop capture plans and strategies that align customer requirements, competitive positioning, teaming strategies, and organizational capabilities.
  • Leverage AI-enabled tools and technologies to enhance opportunity identification, qualification, capture planning, market research, and business development activities.
  • Utilize GovDash or similar government contracting intelligence platforms to support opportunity research, pipeline development, and capture activities.
  • Build and maintain strong relationships with government stakeholders, prospective customers, industry partners, and teaming organizations.
  • Develop go-to-market solutions that align organizational capabilities with customer missions, challenges, and requirements.
  • Coordinate with systems integrators, subcontractors, and strategic partners to develop teaming agreements and support proposal responses.
  • Manage and maintain the business development and capture pipeline, ensuring opportunities are appropriately tracked, prioritized, and advanced.
  • Support pipeline and bookings goals through proactive opportunity development and capture activities.
  • Conduct market, customer, competitive, and opportunity research to support informed pursuit decisions.
  • Provide strategic analysis, competitive intelligence, and market information to senior leadership to support growth and investment decisions.
  • Collaborate with Business Development, Capture, Proposal, Operations, and executive leadership throughout the opportunity lifecycle.
  • Support the transition of qualified opportunities from business development and capture into proposal development.
  • Monitor federal acquisition trends, upcoming procurements, contract vehicles, and customer priorities to identify potential growth opportunities.
  • Perform other duties as assigned.

Qualifications:

  • 8-10 years of relevant business development and capture experience within the federal government contracting (GOVCON) industry required.
  • Demonstrated experience identifying, qualifying, developing, and capturing federal contracting opportunities.
  • Proven success leading the development and capture of opportunities valued at $10M or greater.
  • Strong experience incorporating AI tools and technologies into business development and capture activities required.
  • Experience with GovDash highly preferred.
  • Knowledge of federal procurement, acquisition processes, competitive positioning, capture strategy, and proposal development.
  • Experience supporting Defense and/or Federal Civilian customers and opportunities.
  • Demonstrated ability to build and maintain relationships with government customers, industry partners, systems integrators, and teaming organizations.
  • Strong strategic thinking, analytical, relationship-building, communication, and project management skills.
  • Ability to independently manage multiple opportunities, priorities, and deadlines in a fast-paced government contracting environment.
  • Bachelor's degree preferred; significant relevant federal business development and capture experience may be considered in lieu of a degree.
  • Must possess or be willing and able to obtain a U.S. Government security clearance; TS/SCI clearance preferred.
