Job Description

Business Financial Professional (BFP2)

Position Overview

We are seeking a Business Financial Professional (Skill Level 2) to provide Business Financial Manager (BFM) support within a high-tempo federal acquisition and financial management environment.

This role provides comprehensive financial execution support including spend plan management, requisition processing, financial reporting, and cost/schedule/performance tracking. The selected candidate will support program and business offices in ensuring proper budget execution and financial compliance in accordance with federal acquisition and financial management regulations.

This position performs all standard business financial support functions that are not inherently governmental in nature.

Key Responsibilities

Financial Execution & Budget Support

  • Create, maintain, and update spend plans within the financial management system.

  • Monitor expenses against approved budgets and identify variances.

  • Assist in budget planning, preparation, and execution activities for acquisition programs and cost centers.

  • Provide financial status reports identifying funding shortfalls, excess obligations, and burn rate trends.

  • Support basis of estimate (BOE) data coordination, entry, and updates.

Requisitions & Interagency Agreement Support

  • Enter requisitions in the financial management system including required documentation (e.g., procurement codes, acquisition references, funding identifiers).

  • Prepare non-complex and complex Military Interdepartmental Purchase Requests (MIPRs) and Economy Act Orders (EAOs) and associated requisitions.

  • Process incoming MIPRs and EAOs in accordance with established financial procedures.

  • Modify requisitions to comply with contracting guidance to assist with timely obligation of funds.

  • Track requisitions through approval, certification, and final execution.

Financial Monitoring & Reporting

  • Validate and assist with completion of Unliquidated Obligations (ULOs).

  • Pull and analyze financial reports from enterprise financial systems and data warehouses.

  • Assist in monitoring proper financial code usage.

  • Monitor cost, schedule, and performance metrics.

  • Prepare financial briefing materials for program and business reviews.

  • Support end-of-year closeout activities and financial data calls.

  • Assist in responding to internal and external financial data inquiries.

Program & Business Office Support

  • Assist Program Managers in tracking requirements through execution.

  • Provide data inputs for estimating activities and financial forecasting.

  • Support documentation alignment with federal acquisition and financial management policies, procedures, and regulations.

  • Provide holistic financial reporting to Program and Business Management Offices.

Required Qualifications

  • Eight (8) years of federal experience in purchasing or financeOR

  • Ten (10) years of combined federal and commercial purchasing/finance experience

AND

  • Bachelor's Degree with a business focus

Substitutions:

  • PMP, CDFM, or DAWIA Level I in Business/Financial Management plus additional directly related experience may substitute per contract guidelines.

Required Experience

  • Preparation of reports reflecting program/project status in cost, schedule, and performance.

  • Budget planning, preparation, and execution for acquisition programs.

  • Proficiency in Microsoft Excel, including formulas and pivot tables.

  • Proficiency in PowerPoint, including importing Excel data into briefings.

Preferred Experience

  • Experience using enterprise financial management systems.

  • Experience supporting federal Business or Contract Management Offices.

  • Experience in high-tempo financial execution environments.
