Job Description

POSITION SUMMARY 

Provides leadership to ensure the Administrative Division achieves its annual goals and objectives while supporting the department’s overall mission. Serves as a key member of the department’s management team, contributing strategic insight to the development and implementation of departmental goals, objectives, and service standards. Maintains a strong focus on financial stewardship and ensures adherence to City policies and processes.

REPORTING RELATIONSHIPS

Reports to: Director of Public Works

Direct Reports: Engineering Project Administrator, and Business Support Analyst.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities

Manages operations of the Public Works Administration Division.

Participates as a member of the department management team. Contributes to the development and implementation of departmental goals, objectives, policies, procedures, and service standards.

Plans, coordinates, and manages various support operations including budget, accounting, purchasing, personnel, and payroll.

Plans, organizes, schedules, supervises, and evaluates the work of the staff within the division.

Plan, prioritize, assign, supervise, and review select projects within the executive staff; participate in the selection of assigned staff; coordinate staff training; work with employees to correct deficiencies; assist in documenting discipline procedures.

Motivate, support, and positively recognize staff members. Actively contributes to a healthy work environment through modeling positive behaviors.

Assists with processing new hires and resignation/retirement paperwork.

Oversees the organization and maintenance of departmental purchasing records, ensuring accuracy, transparency, and compliance with City financial policies

Applies regulatory requirements, policies, and procedures in assigned area.

Administers and updates complex Departmental databases.

Responsible for initiating programs aimed at surveying the department and improving overall morale.

Develops the annual budget for the Administrative Division and builds the budget for the entire department (with input from various divisions). This includes development of division specific dashboards and maintaining them with regular updates.

Monitors expenditures and department revenues, including bi-weekly meetings with managers and supervisors, quarterly meetings with finance, quarterly meetings with divisions to discuss / review budget status. Provide monthly reconciliation between Public Works records and Finance records.

Assists in preparing, justifying, implementing, and managing annual operating and capital budgets.

Supports the preparation and administration of grant programs.

Determines action to be taken in emergency situations involving the Administration Division.

Interacts with the public by responding to inquiries and complaints.

Interacts with governmental entities and other city personnel.

Assist in the development, review, tracking, and administration of departmental contracts, ensuring compliance with City policies and maintaining accurate records of agreements and amendments

Develop, document, and implement administrative procedures, including standard operating practices, to improve efficiency and consistency across divisions.

Provides administrative support to the Englewood Transportation Advisory Committee (ETAC), including scheduling, compiling agendas, taking minutes, and posting recordings online, etc.

Coordinate with the City’s Procurement Division to ensure Public Works purchasing activities comply with City procurement policies, procedures, and thresholds. Provide guidance to division staff on procurement processes including solicitations, cooperative purchasing agreements, contracts, and purchase orders.

Provides assistance to the department director when needed, including but not limited to scheduling meetings, coordinating department-wide events, and other functions.

Produce council communications and technical memorandums as needed. 

Other Duties & Responsibilities

Assume the duties and responsibilities of assigned staff as needed. 
Perform other duties as assigned.

PREPARATION AND TRAINING

Education:   

Associates Degree in Business Administration or Accounting – Required.  Bachelor’s Degree preferred.           

Work Experience:

Minimum of five (5) years progressively responsible administrative experience including budgeting, purchasing, financial analysis, and direct supervisory management experience.

Certification and/or Licensures: Notary Certificate, preferred

Required Driver’s License: Valid Colorado driver’s license and a clear or acceptable MVR

An equivalent combination of education, training and relevant job experience may be substituted for the educational requirement.

KNOWLEDGE, SKILLS, AND ABILITIES

 Working knowledge of:

  • The principles and practices of organizational administration
  • Budgeting
  • Purchasing
  • Various permitting processes including but not limited to work within the Right of Way (ROW)
  • Intermediate accounting and financial practices
  • Applications software for Windows environment, Microsoft Office required

Skills and Abilities:

Computer Skills - Advanced skills required to work with Word, Excel, and Outlook.

Communication – Advanced communication skills required to coordinate and direct the activities of personnel. Advanced customer service skills required to interact with the public.  Ability to establish and maintain effective working relationships with employees and citizens; handle sensitive situations with tact and diplomacy; communicate effectively both verbally and in writing; establish and fulfill goals and objectives; direct and effectively supervise other employees; plan and schedule work operations; and perform as a project manager for complex projects. Strong skills required to work with the public & other project stakeholders to reach consensus; prepare and deliver presentations.  Strong written skills needed to produce Council communications and technical memorandums. 

Project Management - Advanced project management skills required to oversee all division operations, meet deadlines, and plan strategic direction.

General Management - Advanced management skills required for budget management. Also required for policy and procedure development, and administration.  Advanced management skills required to support staff in their work and assignments.  Strong skills needed for resource management.

WORKING CONDITIONS

Work is performed in a standard office environment, requiring sitting for extended periods of time, and occasional light lifting (up to 15 lbs.). Job requires visual and physical capabilities to perform data entry, filing, and to work on computers and associated equipment for prolonged periods of time (4-6 hours daily).

SALARY RANGE

$75,671 - $113,507
