Job Description
The Captain, reporting to the Director of Public Safety, leads daily security operations for the Casino, Resort, and Reservation. This role focuses on evaluating risks and aligning with the Tribe First initiative. Ensures efficient security for Tribal Citizens, guests, vendors, and team members while managing operational projects for strategic change Ensures the Department of Public Safety (DPS) team adheres to all policies and procedures.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Safeguards the protection of the Tribe, team members, guests, visitors, and stakeholders while ensuring the optimal and efficient use of the workforce, equipment, and resources. Leads and motivates a large team in delivering best-in-class security and customer service.
Plans, organizes, and leads the daily operational aspects of all functions of the department. Ensures integration with the Intelligence division and other operational components of the enterprise to enhance the safety and security of all Tribal Members and Team Members.
Manages and tracks project plans for DPS Strategic Initiatives, aligning them with Tribe priorities. Utilizes data and business requirements to create processes and drive implementation, while providing project management support to ensure defined goals and deliverables.
Responds in a support and/or safety role to emergency incidents, acting as incident commander or liaison officer. Provides 24-hour on-call notifications and support if and as needed. Works in conjunction with the San Manuel Fire Marshal to plan and assist with monitoring events.
Ensures the department complies with professional and Yaamava Brand Standards, government regulations, and Tribal ordinances. Conducts investigations into employee conduct across DPS.
Develops and implements strategic priorities for the team to ensure effective operations. Manages improving policies and procedures, focusing on best communication and crisis management practices.
Creates internal systems for tracking requests and data to improve operations. Assesses risks and business objectives for ongoing communication monitoring. Identifies opportunities for process enhancements to ensure the Team's effectiveness.
Develops risk-based analytics to identify critical assets. Proactively identifies security threats and sets operational priorities. Analyzes crime reports to determine trends and recommends changes to improve.
Performs other duties as assigned to support the efficient operation of the department.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
EDUCATION, EXPERIENCE AND QUALIFICATIONS
- Bachelor's degree in Criminal Justice, Business Administration, or a related field required.
- Master's Degree in related field preferred.
- Minimum seven (7) years of experience in progressive, relevant, or with a law enforcement or security agency required.
- Minimum five (5) years of leadership experience required.
- Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.
KNOWLEDGE, SKILLS AND ABILITIES (KSA)
- Demonstrated ability to take decisive action based on all available information and using sound judgment while collaborating with key stakeholders.
- Management-level security management experience in a large corporate or other private sector setting is strongly preferred.
- Strong strategic and critical thinking skills, executive-level oral and written communication, and presentation skills are required.
- Ability to function in a dynamic and complex environment while providing high service to numerous constituencies.
- Experience in the management of civilian personnel and supervisory responsibility for security functions at a heavily-trafficked public venue, such as an event center, sports facility, or transportation hub is preferred.
- Must have experience building, motivating, and leading a professional team attuned to department business needs, risk, integrity, and excellence.
- Very strong organizational, communication, and project management skills required.
LICENSES, CERTIFICATIONS AND REGISTRATIONS
- At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
- Obtain and maintain a valid California Bureau of Security and Investigative Services (BSIS) Gun, Guard Card, and DPS Training Requirements, including passing BSIS courses in Powers of Arrest and Firearms Certification.
- Comply with all current requirements set forth by (BSIS) for Armed Security Officers within 90 days of employment.
- Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver's license with an acceptable driving record as determined by the insurance carrier is required.
PHYSICAL REQUIREMENTS/ WORKING CONDITIONS - ENVIRONMENT

- Primary work environment is in a climate-controlled office setting.
- Work requires travel to attend meetings, trade shows, and conferences.
- Incumbents may be required to work evening, weekend and holiday shifts.
- Must be able to work in a fast-paced, high-demand environment.
- Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.
- Sedentary work: involves sitting most of the time. Constantly operates a computer and other
- office productivity machinery, such as a calculator, copy machine, and computer printer.
- Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.
- Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.
- Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings,
- via videoconference and over the telephone.
- Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.
- Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.
- Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.
- The employee may be exposed to fumes or airborne particles including secondhand smoke.
