Incumbent serves as Case Manager Coordinator, responsible for supervising and directing assigned personnel and coordinating Department operations.

DUTIES:

  • Assists in overseeing day to day operation of the case manager division.
  • Performs duties of other administrative personnel in his/her absence, including but not limited to Executive Director and Deputy Director.
  • Supervises and directs assigned personnel, including assisting in interviewing applicants and making hiring recommendations, planning/making work assignments, assisting with evaluating performance, and maintaining discipline.
  • Enforces Department regulations, including but not limited to ensuring proper completion of drug and alcohol assessments of participants
  • Reviews and approves all violations for program participants, determining the appropriateness of sanctions, and disciplining and/or removing program participants as needed.
  • Prepares and processes payroll, including reviewing time cards, approving/denying time off requests, verifying hours worked.
  • Tracks statistics on incentives, violations, and program participation. Reviews for patterns and makes recommendation for improvements.
  • Prepares audits on case management including but not limited to case plans, Indiana Risk Assessment System (IRAS), and participant meetings.
  • Prepares audits on field officers including but not limited to mileage logs and field contacts.
  • Prepares proper court documents for participants who abscond or violate the Home Detention Program. Electronically files documentation with the appropriate Court.
  • Testifies in court on criminal or civil cases and concerning Tippecanoe County Community Corrections, as required by order of court, following established Departmental policies and procedures. Reviews legal papers and court orders related to program participants.
  • Serves on Administrative Staff Team.
  • Remains up to date on current best practices in the field of corrections and utilizing evidence-based practices in daily operations.
  • Serves on 24-hour call.
  • Performs other duties as assigned.

Requirements

I. JOB REQUIREMENTS:

  • Bachelor's degree in related area or equivalent combination of education and work experience.
  • Possession of or ability to obtain and maintain possession of required certifications, such as First Aid/CPR, Taser, OC Spray, and/or Firearms. Ability to complete 40-hour ILEA pre-basic certification, to obtain a license to carry a firearm from the Indiana State Police, maintain minimum standards on the Handgun Qualification Course of Fire determined by the Indiana Law Enforcement Training Board, and to complete 40 hours of continuing education training per year.
  • Ability to meet all employer and departmental hiring requirements, including passage of a drug test, background check, and polygraph examination.
  • Practical knowledge of policy and procedures and basic understanding of Community Corrections Programs.
  • Practical knowledge of standard policies and practices of legal process, with ability to effectively apply and enforce applicable policies and procedures, complete required case reports, make recommendations to court, and apply and adapt procedures as cases demand.
  • Practical knowledge of and ability to utilize Evidence Based Practices and remain current on best practices in the correctional field.
  • Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare documents, correspondence, and effective statistical reports as directed, within established department deadlines.
  • Working knowledge of radio frequencies, codes, procedures and limitations; ability to properly operate and maintain all assigned vehicles, equipment and supplies.
  • Working knowledge of and ability to properly use all assigned Departmental uniforms and/or equipment, including but not limited to computer, printer, calculator, metal detector, body scanner, mechanical hand restraints, breathalyzer, cameras, radio, telephone, video surveillance cameras, and electronic locking devices.
  • Ability to meet all Department hiring and retention requirements, including not posing a direct threat to the health and safety of other individuals in the workplace.
  • Ability to protect oneself from infectious diseases by avoiding high-risk environments and by having knowledge of and utilizing universal health precautions.
  • Ability to effectively communicate with incensed participants and deal with situations that arise using motivational interviewing and de-escalation techniques
  • Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations, and take authoritative action applying appropriate discretion and common sense.
  • Ability to supervise and direct assigned personnel, including assisting in interviewing applicants and making hiring recommendations, planning/making work assignments, assisting with evaluating performance, and maintaining discipline.
  • Ability to physically perform the essential duties of the position, including but not limited to sitting and walking at will, walking/standing/sitting for long periods, lifting objects weighing more than 50 pounds, crouching/kneeling, bending at waist, reaching, handling/grasping/ fingering objects, close and far vision, hearing sound/communication, speaking clearly, physically restraining participants during emergency situations, and training in defensive tactics for up to 4 hours at a time.
  • Ability to provide public access to or maintain confidentiality of department information and records according to State requirements.
  • Ability to effectively work and communicate orally and in writing with co-workers, other County departments, various law enforcement agencies, attorneys, program participants and their families, service agencies, and the public including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
  • Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.
  • Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.
  • Ability to work alone with minimum supervision and with others in a team environment, often working under pressure and on several tasks at the same time.
  • Ability to work extended, weekend, and/or irregular hours, travel out of town, sometimes overnight, and serve on 24-hour call, responding swiftly, rationally, and decisively to emergency situations.
  • Possession of a valid driver's license and a demonstrated a safe driving record.

II. DIFFICULTY OF WORK:

Incumbent applies established policies and procedures to individual cases and circumstances, exercising independent judgment in interpreting legal codes and resolving violations, and supervising and directing personnel.

III. RESPONSIBILITY:

Incumbent performs standard, recurring duties according to established department policies and legal procedures, making independent decisions and taking authoritative action in response to situational demands. Errors in decisions or work may result delays in other departments/ agencies and/or endangerment to self and/or members of the public.

IV. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent communication orally and in writing with co-workers, other County departments, various law enforcement agencies, attorneys, program participants and their families, service agencies, and the public for purposes of monitoring and evaluating participants, exchanging information, explaining policies and procedures, and supervising personnel and participants.

Incumbent reports directly to the Executive Director or authorized designee.

V. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties primarily in a standard office environment, including but not limited to sitting and walking at will, walking/standing/sitting for long periods, lifting objects weighing more than 50 pounds, crouching/kneeling, bending at waist, reaching, handling/grasping/ fingering objects, close and far vision, hearing sound/communication, speaking clearly, physically restraining participants during emergency situations, and training in defensive tactics for up to 4 hours at a time. Incumbent is exposed to irate/hostile individuals.

Incumbent works extended, weekend, and/or irregular hours, travels out of town, sometimes overnight, and serves on 24-hour call, responding swiftly, rationally, and decisively to emergency situations.
