Supplemental:

      • The 2025 salary range for this position is $35.30 to $52.94 per hour, depending on experience.

Position Summary

This role safeguards the financial integrity of McLeod County by ensuring that public funds are accurately accounted for, securely managed, and available to support essential services. The Cash Management Officer oversees daily cash activity, reconciles County accounts, and maintains strong controls that protect taxpayer dollars. By forecasting cash needs, managing liquidity, and coordinating with financial institutions, this position plays a vital role in sustaining the County’s operations and enabling responsible stewardship of public resources. Work is performed under the general direction of the County Finance Director.

Essential Functions/Responsibilities

Duties listed are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Position Duties

  • Review daily collection of all incoming tax and special assessment collections
  • Research and records electronic funds received and determines revenue account for deposit
  • Analyze a variety of federal, state and county regulations and departmental regulations/policies
  • Coordinates the payment of Revenue Recapture on Delinquent Mobile Home Taxes
  • Perform accounting entries, transactions and reconciliations
  • Process receipt from all County departments balance collections for deposits at the bank
  • Verify, balance, and distribute checks for Payroll, Commissioner Warrants, Auditor Warrants and Welfare Warrants
  • Initiate or approve Automatic Clearing house (ACH) transfers, wires transfers, and stop payments in accordance with payment deadlines and regulations
  • Perform cash, credit card, and investment reconciliations and resolve discrepancies
  • Processes returned bank account items and distributes to other departments as needed
  • Anticipates short-term borrowing needs and communicates them to proper personnel
  • Gathers, interprets, and prepares cash flow projections
  • Process reports for the State and Federal Governments
  • Monitor and manage the County’s daily cash position and collateral needs
  • Back up to Payroll Processing

Knowledge, Skills, Abilities

  • Knowledge of fundamental accounting skills
  • Knowledge of state and federal laws in the areas of public sector deposits and investments
  • Knowledge of applicable software applications, databases and spreadsheets
  • Ability to establish and maintain effective working relationships
  • Ability to apply complex laws and legal principles for Federal, state, and local regulations and statutes
  • Ability to communicate effectively and strong public relations skills
  • Ability to exercise sound judgment in decision-making
  • Ability to work independently with minimal supervision

Minimum Qualifications

Education and Experience

  • Bachelor’s degree from an accredited college with a major in accounting, public administration, political science, business administration and four (4) years of working experience;
  • Or two (2) year associate degree and six years of professional experience in related fields;
  • Or an equivalent combination of education and experience sufficient to perform the essential functions of the job

Required Certifications/Licenses

  • Minnesota Department of Revenue - Revenue Recapture Certification within one (1) year of hire
  • Valid Minnesota driver’s license

Relationships

  • Regular interaction with County staff
  • Interaction with the public

Supervisory Responsibilities

  • None

Working Conditions

  • Work is performed primarily in a standard office environment
  • Work may involve contact with hostile individuals
  • Occasionally requires driving to county facilities and other sites in the state

Physical Requirements Of This Position

  • Desk work involves the use of a computer, telephone, and other devices
  • Communicate effectively with County staff, and citizens
  • Ability to read screens and documents
  • Office work may include reaching for documents, grasping documents, standing, walking, and repetitive motions
  • Lift and carry files and material weighing up to 25 pounds
