Description:

Under the general direction of the Community Development Director, oversees and directs the activities, programs, and personnel of the Building Division, including plan review, inspections, permitting, and code enforcement. This is a supervisory role reporting directly to the Community Development Director.

Duties:

• Oversees the building permit process, including development and enforcement of policies and procedures to improve efficiency.
• Develops and implements division programs, policies, procedures, and goals and ensures compliance with applicable local, state, and federal regulations.
• Develops and administers the Building Division budget, including recommending and administering building permit and inspection fees and overseeing purchasing and expenditures.
• Prepares and reviews administrative reports, records, logs, and documentation related to division activities and performance; identifies operational issues and implements improvements.
• Enforces Titles 10 and 11 of Springville City Code and assists with compliance activities related to those titles.
• Reviews, or coordinates the review of, building plans submitted to the City and inspects or ensures inspection of buildings and structures constructed within the City.
• Interprets and applies City codes and ordinances to ensure consistent enforcement and provides guidance to staff, applicants, and the public.
• Oversees dispute resolution efforts to assist property owners in complying with applicable codes.
• Coordinates building division activities with other City departments and participates on the Development Review Committee.
• Maintains division vehicle and equipment inventories.
• Represents the City before the City Council, Planning Commission, Board of Adjustment, committees, and other boards as required.
• Supervises, plans, and coordinates the work of assigned personnel; ensures work is performed accurately and efficiently.
• Makes staffing decisions including hiring, discipline, and termination; conducts performance evaluations and supports employee recognition and development.
• Directs staff training and ensures compliance with City personnel policies and safety and risk management programs.
• Communicates with customers, citizens, and City staff regarding code enforcement and division activities.
• May conduct inspections and perform duties of subordinate building inspectors as needed.

Qualifications:

Must be a high school graduate or equivalent. Must meet Utah statutory requirements for Building Officials, including:

• Six (6) years of professional-level experience in construction-related fields, including work as an architect, engineer, inspector, plan examiner, contractor, superintendent, or a combination of these.
• Active licensure with the State of Utah as a Combination Inspector.
• Completion of 40 hours of management training, a degree in management from an accredited university, or certification as a Certified Building Official (CBO) through the International Code Council (ICC).
• ICC certifications in residential and commercial plan review preferred.
• Must possess or be able to obtain a valid Utah driver license.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of building inspection practices; International Building Codes and related regulations; plan review and inspection techniques; construction methods and materials; and principles of municipal administration.

Skill in interpreting complex plans and codes, managing projects and priorities, researching technical regulations, supervising staff, and resolving disputes among parties with competing interests.

Ability to manage division programs and personnel; exercise sound independent judgment; communicate complex technical information clearly in writing and verbally; prepare accurate reports and documentation; organize work efficiently; meet deadlines; resolve operational issues; and maintain effective working relationships with the public, staff, developers, boards, and elected officials while providing high levels of customer service. Employment is contingent upon successful completion of required physical examinations and drug testing.

Physical Demands:

Work is performed mostly in office settings. Some outdoor work is required. While performing the duties of this job, the employee is occasionally required to stand; walk; reach; climb and balance; stoop, kneel crouch or crawl; and lift or move up to 25 lbs. Non-traditional work hours may occasionally be required during peak construction periods.
