Make an Impact.Bonneville County is seeking an accomplished and forward-thinking Chief Information Officer (CIO) to lead its Information Services and Data Analytics Department (ISADA).The CIO serves as the County's senior technology executive and principal technology advisor to the Board of County Commissioners, elected officials, and department heads. Potential eligibility for Public Service Loan ForgivenessEmployee Assistance Program (EAP)Flexible Spending Accounts (FSA)Additional information is available on the County's Employee Benefits webpage.Key ResponsibilitiesDevelop and implement a comprehensive, multi-year technology strategy aligned with the County's operational needs, priorities, and financial resources.Advise the Board of County Commissioners, elected officials, and department leaders on technology risks, investments, policies, and opportunities.Lead and develop ISADA personnel while promoting professionalism, collaboration, accountability, innovation, and responsive customer service.Oversee County networks, servers, cloud services, telecommunications, workstations, enterprise systems, backup systems, and related technology infrastructure.Establish and maintain a risk-based cybersecurity program addressing access management, network and endpoint security, vulnerability management, data protection, incident response, and third-party risk.Develop and test technology disaster-recovery and business-continuity plans.Establish service standards and performance measures for user support, system availability, incident response, and customer service.Oversee technology projects, system implementations, procurement, contracts, licensing agreements, vendors, and user training.Develop and administer operating and capital budgets, including multi-year forecasts for infrastructure, licensing, staffing, and equipment replacement.Promote effective use of ArcGIS, Power BI, and other data platforms to support County operations and public access to information.Establish standards for data governance, accuracy, security, privacy, interoperability, maintenance, and distribution.Represent the County in technology matters involving vendors, governmental agencies, professional organizations, and community partners.The CIO must be available when significant technology outages, cybersecurity incidents, emergencies, or other critical events require executive technology leadership.Minimum QualificationsGraduation from an accredited college or university with a Bachelor's degree in Information Technology, Computer Science, Management Information Systems, Business Administration with a focus on IT, Public Administration with a focus on IT, or a related field.; ANDEight (8) years of progressively responsible experience managing complex information technology environments, including three (3) years in a leadership or management role with responsibility for personnel, budgets, infrastructure, enterprise systems, vendors, cybersecurity, and strategic planning.ORAn equivalent combination of education and experience. Knowledge, Skills, and AbilitiesThe successful candidate will demonstrate experience in:Enterprise technology strategy and governance

Infrastructure, networking, cloud computing, telecommunications, and enterprise systems

Cybersecurity, risk management, incident response, and business continuity

Technology budgeting, procurement, contract negotiation, licensing, and vendor management

Data governance, privacy, records management, and information security

Strategic planning, personnel management, and organizational change

Communicating complex technical issues to nontechnical audiences

Building consensus among stakeholders with differing responsibilities and priorities

Exercising sound judgment, discretion, integrity, and professionalism

Preferred QualificationsMaster's degree in a related field

Senior technology leadership experience in county or municipal government

Experience in government, another public-sector organization, or a comparably complex and regulated environment

Experience overseeing infrastructure, enterprise applications, cybersecurity, and data analytics

Demonstrated success leading technology modernization, cloud adoption, system implementation, cybersecurity, or organizational transformation initiatives

Experience developing multi-year technology strategies and capital replacement programs

Professional certifications such as CISSP, CISM, CGCIO, PMP, ITIL, or comparable credentials

Additional RequirementsMust successfully complete drug and alcohol testing and a thorough background investigation, including a pre-employment polygraph examination.Periodic travel may be required.Regular and reliable attendance is required.Work EnvironmentWork is primarily performed on-site in a typical office environment and may require extended periods of sitting and working at a desk.
