Job Description
What you'll do at DBH:
The Chief Operations Officer (COO) at Northcoast Behavioral Healthcare serves as a strategic, forward‑thinking leader responsible for shaping and optimizing the hospital's operational backbone. As a trusted partner to executive leadership, the COO directs, designs, and drives the full spectrum of NBH's plant operations, including communications systems, property management, safety and health programs, facility engineering, and food services to ensure a safe, therapeutic, and resource‑efficient environment for patients, staff, and the community.
Operational Leadership
- Oversees all plant operations, including communications, property management, safety and health programs, facility engineering, and food services.
- Creates and carries out plans and procedures to make sure all resources are used effectively.
- Reviews and approves equipment purchases and coordinates major spending for property management.
- Advises administrators on new equipment, communication needs, and other operational matters.
Supervision and Staff Management
- Leads department managers and gives day‑to‑day direction to assigned staff.
- Handles hiring, discipline, performance issues, and training.
- Makes sure all supervised areas follow department policies, state and federal laws, and union agreements.
Regulatory Compliance
- Ensures departments are fully prepared for surveys from CMS and The Joint Commission (TJC).
- Helps other departments get ready for inspections and develops policies and procedures that support compliance.
Capital Planning and Facility Development
- Leads capital planning, including bed capacity projections, unit placement, and improvements to the therapeutic environment.
- Works with architects, planners, and maintenance teams on construction, repairs, and major improvements.
- Develops building configuration plans, manages equipment procurement, and oversees building closures while ensuring all patient standards and regulations are met.
Strategic Planning and Coordination
- Coordinates the development, implementation, and monitoring of the hospital's operational plan.
- Serves as a member of the NBH Hospital Executive Committee (HEC).
- Represents the hospital in meetings with federal, state, and local officials on capital planning and related topics.
The COO plays a major role in ensuring the hospital environment supports high‑quality patient care, staff safety, and strong operational performance. This leader helps guide NBH's long‑term growth while maintaining compliance, efficiency, and a patient‑centered focus.
This is an hourly position and is exempt from the bargaining units, with a pay range of 16 on the E1 Exempt Pay Range Schedule. Normal working hours are Monday through Friday, 8:00am to 5:00pm (Flexible Schedule). This position is located at our Northcoast Behavioral Healthcare location, located at 1756 Sagamore Rd Northfield, Ohio 44067.
Unless required by any applicable union contract and/or requirements of the Ohio Revised Code, the selected candidate will begin at Step 1 of the pay range schedule listed above, with an opportunity for pay increase after six months of satisfactory performance and then a yearly raise thereafter.
Additional Salary / Appointment Information:
Longevity supplement at 5 years of service
Position Qualifications:
For all "programmatic" positions, completion of undergraduate core program in mental health & developmental disabilities technology, or social work or comparable field (e.g., child & family services), special education, psychology or rehabilitation or 24 mos. exp. in assessing consumers'/residents' needs & abilities as part of interdisciplinary team & in development of habilitation/treatment plans or programs for persons who are mentally ill or developmentally disabled; 12 mos. trg. or 12 mos. exp. in federal & state regulations governing care, custody, treatment, programming & environment of consumers/residents in state facilities & serviced by community programs; 6 mos. trg. in budgeting & spending or 6 mos. exp. determining budget & spending for operational unit or program of agency or firm.
For all "administrative staff" positions, completion of undergraduate core program in business administration/management sciences or 12 mos. exp. in program & policy development for operational unit or program of firm or agency & monitoring implementation; 12 mos. trg. in budgeting & spending or 12 mos. exp. determining budgetary needs & spending for operational unit or program of agency or firm.
In addition to one of preceding categories (i.e., programmatic positions or administrative staff), 6 mos. trg. in manpower planning or 6 mos. exp. scheduling personnel for adequate coverage & making staff projections; 3 mos. trg. in employee training & development or 3 mos. exp. writing training materials or conducting training.

The equivalent of Minimum Qualifications for Employment noted above.
