The Commercial Management Section Leader will take responsibility for the operations, staff development, staff management, and quality control of the commercial management team. As a commercial manager, you will also support multiple project managers and program managers, as needed, to provide guidance and assistance related to program/project contract and financial matters. The following describes the responsibilities of this role:

  • Take responsibility for section staff and manage workload, staff assignments, utilization, and recruiting to support Project Managers across the Water Business Group.

  • Support Project Management related mentoring and training activities.

  • Support Project and/or Program Managers to administer on-going contracts.

  • Support monitoring of contract documents and reviews for conformance.

  • Manage and/or collaborate with a project team consisting of schedulers, project analysts, document control manager, project accountants and project / commercial management coordinators.

  • Implements procedures for contract management and administration in compliance with company policy.

  • Assists with contract negotiations by assembling rate packages (including those of specified subcontractors), negotiating contract terms, and collecting required documentation for contract execution.

  • Act as project manager performing all functions of the role.

  • Evaluate task orders for risk level and work with project manager to incorporate mitigation strategies.

  • Lead and/or support preparation of subcontracts for engineering, planning, and specialty services.

  • Reviews RFPs for project delivery and contractual requirements and works with WBG leadership, pursuit leader, and HDR legal to develop mitigation approaches.

  • Collaborate with the WBG leadership and Business Development Lead regarding teaming agreements and design subcontract terms, scope, and performance requirements.

  • Review proposals and contract documents with a focus on identifying and minimizing conflicts and ambiguities.

  • Oversee administration of project and program risk registers.

  • Assists Project and Program Managers in contract awareness and change order training for key project staff.

  • Assists Project and Program Managers in preparing grant application packages to secure financing of projects through Federal and State funding opportunities such as through FEMA and DWR.

  • Prepare correspondence and work with project coordinators and accountants to maintain records necessary to document the effective administration of contractual matters.

  • Review warranties, bonds, insurances, guarantees, etc. are maintained and updated in accordance with the contract and in compliance with the client's requirements.

  • Assist Project Controls with respect to contractual implications of change orders and quality control.

  • Monitor schedule for submission of deliverables and other contractual deliverables and certifications.

  • Lead and/or support development of weekly and monthly project progress/status reports.

  • Ability to work on multiple projects at one time.

  • Support WBG leadership and Project Managers in a proactive and responsive manner.

  • Perform other tasks as assigned by the Project Manager.

Preferred Qualifications

  • Experience working for California State agencies (CA DWR, DGS, etc..)

  • Experience with Collaborative Delivery Projects

  • PMP, PE, or PG

  • A minimum of 7 years of experience in Architecture/ Engineering, Design-Build, P3, project management, construction, project controls and/or staff leadership or equivalent.

  • Experience managing staff.

  • Working knowledge of Architecture/Engineering/Construction industry contracting practices.

  • Working knowledge of project controls, project management, and project estimating software.

  • Experience in development of contracts, administration and negotiation of change orders, effective correspondence, planning and scheduling.

  • Ability to work well in a high performing team structure in a fast-paced environment.

  • A positive professional reputation as one who can deliver quality, cost effective projects.

  • Self-starter; good communication and people skills.

  • Must be committed to quality and improvement and promoting HDR's values.

  • Ability to teach, lead, and mentor others.

Required Qualifications

  • Bachelor's degree or equivalent experience
  • A minimum of 10 years experience
  • Professional registration, license or certification may be required based on role
  • Strong communication and listening skills
  • Ability to handle multiple assignments
  • Good leadership and organizational skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
