Job Description

The Project Manager leads strategic communications, employer branding, and outreach campaigns designed to attract and engage qualified law enforcement and security professionals for mission‑critical roles. This role focuses on storytelling, audience engagement, brand visibility, and multi‑channel marketing strategies that strengthen talent pipelines and improve applicant experience across national recruiting campaigns.

Serving as a key partner to recruiting, HR, and client stakeholders, this individual will design and execute digital, social, and event‑based recruitment marketing initiatives, builds relationships with high‑value talent communities, and ensures all efforts align with federal, agency, and national security requirements. Success is measured through engagement, pipeline growth, applicant conversion, diversity outcomes, and brand perception.

Job Location: Ability to work onsite in the client’s office in Washington, D.C. 5 days a week.

What You Will Do

  • Lead recruitment marketing and employer branding initiatives for federal law enforcement and security hiring programs

  • Develop and execute multi‑channel outreach strategies, including digital campaigns, social media, events, and community engagement

  • Create and manage content assets such as recruitment messaging, candidate-facing materials, event promotions, and brand collateral

  • Oversee career fairs, recruiting events, and community outreach initiatives, ensuring consistent brand representation

  • Partner closely with recruiters to align marketing efforts with hiring priorities and pipeline needs

  • Build and maintain relationships with police academies, military installations, universities (including HBCUs), professional associations, and community organizations

  • Monitor and optimize applicant experience and engagement, recommending improvements to messaging, touchpoints, and outreach effectiveness

  • Analyze recruitment marketing performance and prepare reports on engagement, pipeline activity, and campaign outcomes

  • Manage recruitment marketing projects end‑to‑end, including timelines, deliverables, and budgets

  • Ensure all outreach and messaging complies with federal regulations, agency requirements, and security protocols

What You Will Bring With You

  • Must have an active Top Secret clearance or higher

  • Bachelor’s degree in Communications, Marketing, Public Relations, Business, Criminal Justice, or a related field

  • 5+ years of experience supporting or managing federal, state, or local government contracts

  • 5+ years of experience in recruitment marketing, employer branding, talent outreach, or communications, preferably supporting law enforcement, national security, or public sector hiring

What We Would Like You to Bring With You

  • Experience managing large‑scale recruitment marketing programs or contracts

  • Demonstrated success using social media, digital marketing, and event strategies to build talent pipelines

  • Familiarity with ATS/CRM tools, recruitment analytics, and Microsoft Office 365

  • Prior experience supporting federal law enforcement, intelligence, military, or protective services recruitment

  • Understanding of clearance‑based hiring, background investigations, and law enforcement selection processes

  • Experience working with veteran, military, and law enforcement communities

  • Strong written and verbal communication skills with the ability to tailor messaging to diverse audiences

  • Strategic thinker with a data‑driven approach to outreach and engagement

  • Highly organized, detail‑oriented, and able to manage multiple campaigns simultaneously

  • Collaborative partner comfortable working across recruiting, marketing, HR, and client teams
