Job Description

The State of Montana's Department of Natural Resources and Conservation (DNRC) is seeking two dedicated and insightful Compliance Technician 1's to join our team. Compliance Technicians play a vital role in executing procedures and tasks critical to managing Montana's water resources and supports the DNRC's mission to ensure Montana's land and water resources benefit present and future generations.

Essential Functions (Major Duties and Responsibilities)

As a Compliance Technician, you will:

  • Review and process water right applications and notices in accordance with Montana statutes, rules, and agency policies.

  • Research, compile, and interpret water right and land ownership information and verify completeness and accuracy of application materials using state databases, county and state records, GIS tools, and other information sources.

  • Process a variety of water right ownership update forms and spreadsheets, issue correspondence to transferors/transferees, and ensure accurate data entry in state systems.

  • Track and adhere to all applicable deadlines, log information within the database, and route objections to appropriate staff for evaluation.

  • Provide customer service in person, by phone, and via email; respond to inquiries and direct the public to appropriate resources.

  • Maintain and organize office filing systems, incoming and outgoing mail, and office supply inventory.

  • Research return mail to determine correct mailing address and current ownership of water rights.

  • Perform additional professional and technical duties in support of DNRC division objectives, participate on hiring teams, and attend professional development opportunities.

This position may be eligible for a statutory $1.00/hour base pay increase effective July 1, 2026.

Minimum Qualifications

Alternative combinations of the education and experience listed below will be considered on a case-by-case basis.

  • 2 years of related college or vocational training

  • Coursework in water resources, physical or natural sciences, engineering, public speaking and writing is desirable.

Knowledge, Skills and Abilities

If you are the right person for this opportunity, you will have the following knowledge, skills and abilities:

  • Knowledge of (or ability to learn in a reasonable amount of time) Montana water law, water resource management theories, local water use practices, and relevant administrative processes.

  • Skill in technical software (including GIS, databases, Word, Excel), data analysis, technical writing, organization and communication.

  • Ability to learn the use of maps and aerial photos.

  • Ability to work in a busy office environment, exhibit general organization skills, follow both written and oral instructions, and work independently in setting the personal priorities necessary to carry out work in an efficient manner.

  • Ability to prioritize and organize a large workload with multiple deadlines and demands.

Physical and Mental Requirements

  • Ability to sit or stand at a desk for extended periods, operate standard office equipment, and attend meetings both onsite and offsite.

  • Occasional travel.
