Description

The Construction Analyst is responsible for supporting the planning, coordination, monitoring, and administration of multifamily affordable housing developments financed by the Agency. This position assists with construction loan administration, project monitoring, contractor coordination, draw review, compliance tracking, and communication among developers, consultants, lenders, trustee and internal departments to ensure projects are completed on time, within budget, and in accordance with Agency requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Coordinate and monitor construction activities for Agency-financed multifamily developments
  • Assist Construction Budget Manager and Construction Engineers with review and processing of construction draw requests, lien waivers, invoices, and support documentation
  • Assist Construction Budget Manager with reconciliation of construction budgets and funding sources.
  • Track construction progress against approved schedules, budgets, and milestones
  • Coordinate with Construction Engineers and external stakeholders including: borrowers, developers, engineers, and construction consultants
  • Maintain project files and ensure documentation is complete, accurate, and compliant with Agency standards
  • Report the status of projects and identify potential risks, delays, or budget concerns to Project Budget Manager
  • Serve as the primary point of contact between developers, general contractors, property owners, and Agency staff
  • Schedule and participate in project meetings, site visits and inspections as needed, and coordinate all conference calls
  • Prepare meeting summaries, status reports, and project updates for management
  • Assist in coordinating approvals related to change orders, contingency usage, reserve releases, and construction modifications.
  • Ensure projects comply with Agency policies, loan documents, regulatory agreements, and applicable affordable housing requirements.
  • Monitor insurance, bonding, permits, licenses, and contractor documentation
  • Track Davis-Bacon, MWBE/CBE, environmental, and other compliance requirements
  • Escalate material construction, budget, or operational issues to management
  • Maintain construction tracking spreadsheets and project databases
  • Coordinate with Construction Engineers and Asset Managers in preparation for deal conversions reports, portfolio updates, and watchlist reporting
  • Coordinate with Construction Engineers regarding project funding and reserve activity
  • Coordinate with engineers and asset managers site inspections to verify construction progress and quality
  • Assist with construction close-out and conversion to permanent financing
  • Support special projects and departmental initiatives as assigned
  • Performs other duties as required

KNOWLEDGE AND QUALIFICATIONS:

  • Bachelor's degree in Construction Management, Engineering, or another related field from an accredited university or equivalent experience is required
  • Project Management Professional (PMP) certification is a plus
  • Construction management certification is a plus.
  • 5-7 years of experience in construction coordination, construction lending, affordable housing development, or project management
  • Knowledge of multifamily construction processes, contracts, budgets, and draw procedures
  • Strong organizational and project management skills with attention to detail
  • Effectively manage relationships with developers, contractors, and consultants
  • Ability to work collaboratively with internal and external stakeholders
  • Ability to manage multiple projects and deadlines simultaneously
  • Strong written and verbal communication skills
  • Proficiency in Microsoft Office Suite, particularly Excel, Word
