The City of Fort Worth's Transportation and Public Works Department Capital Delivery Division is seeking a qualified Construction Manager to support the construction services team in providing construction oversight of projects. The construction services team delivers construction phase support to both developer and capital infrastructure projects. These projects include roadway and sidewalk paving, drainage and bridge construction, intersection and safety improvements, water and sewer line installations and relocations, street lighting, railroad crossing upgrades, public park improvements, and streetscape infrastructure enhancements.

The Construction Manager oversees multiple project budgets and schedules while leading a team of inspection and surveying staff. The role ensures high‑quality and efficient construction inspection and project delivery, supports staff training, and helps implement policies and procedures. Responsibilities include setting goals, monitoring work activities, and recommending improvements to standards and processes.

This position manages the section budget, prepares estimates, tracks expenses, develops data‑driven decision packages, and presents budget materials to leadership.

The ideal candidate has strong management and construction management experience, can read and interpret construction drawings, understands City guidelines and specifications, performs constructability reviews, meets tight deadlines, and demonstrates strong communication and leadership skills while working independently under the Sr. Capital Project Officer.

Minimum Qualifications:

  • Bachelor's degree in Civil Engineering or Civil Engineering Technology, Project Management or Construction Management and four years of construction management experience.
  • Valid driver's license

Preferred Qualifications:

  • Texas Commission on Environmental Quality (TCEQ) Water System Operators Class C Water License or higher, or acquire Class D within one year of hire and Class C from two years of hire
  • Two (2) years' experience in budget and financial management

The Construction Manager's job responsibilities:

  • Supervise staff, which includes prioritizing and assigning work; providing goals and expectations, conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
  • Train and mentor Supervisors to support skill development, career growth, and advancement as subject matter experts.
  • Drive projects forward by monitoring budgets, schedules, and resolving construction issues promptly.
  • Develop, monitor, and present section budgets, decision packages, and resource needs.
  • Review new city and developer infrastructure projects, assign inspection team, ensure prompt preconstruction meetings, issue notice to proceed, and ensure funding
  • Review and analyze the active project database to ensure accurate tracking, reporting, and completion of project statuses.
  • Oversee third-party inspection and surveying contracts, managing contracts, renewals, procurements, and ensuring contractor quality and compliance
  • Conduct street paving pre-qualification reviews, evaluating financials, equipment, experience, and checking references.
  • Provide exceptional customer service with timely, accurate responses to leadership, citizens, and internal stakeholders.
  • Proficient in Microsoft Outlook, Word, Excel, Power Point, Accela Automation, Trimble Unity Construct (e-Builder), Headlight Construction Management Software, Adobe Acrobat and Adobe Acrobat Sign, ArcGIS Mapping, ERP Financial Management software, BIM 360 and/or other project management information systems, AVL - MyGEOTAB.

PHYSICAL DEMANDS

Light Work- Depending on assignment, positions in this class typically exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and/or a negligible amount of force constantly having to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for the Sedentary Work category and the worker sits most of the time, the job is rated Light Work
