Job Description
HFS Company is a recognized Architecture/Engineering/Construction project management and consulting firm working on a variety of federal, military, and commercial projects throughout the US and Europe. We provide full-service A/E design and support services across the entire lifecycle of our clients' facilities and assist our clients to reach their capital improvement goals.
Position Overview
The Construction Manager (CM) provides onsite construction phase support to the Government for the Facility Recapitalization project. The CM assists the COR in monitoring construction activities, ensuring compliance with contract documents, coordinating submittals, tracking RFIs, supporting commissioning, and documenting field conditions.
The CM does not direct contractor means and methods and does not perform inherently governmental functions.
Key Responsibilities
Construction Oversight
- Conduct daily field inspections and maintain daily logs
- Identify and document non-conforming work
- Compile defect and omission lists
- Perform weekly safety inspections and reporting
- Track required testing and inspections
Submittal & RFI Management
- Maintain submittal register
- Review submittals for compliance with VA standards and project specifications
- Track long-lead items
- Monitor and coordinate RFIs and responses
Schedule & Cost Monitoring
- Review and analyze construction schedules
- Track milestone completion and phasing requirements
- Assist with change order documentation and cost proposal review
- Monitor pay applications and construction progress
Commissioning & Closeout
- Support commissioning coordination with ESCO Commissioning Agent
- Maintain redline drawings and as-built updates
- Review O&M manuals and closeout submittals
- Assist with turnover documentation
Required Deliverables

- Schedule analysis reports
- Defect/omission lists
- As-built verification documentation
Qualifications
- Ability to communicate orally and in writing.
- Knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation.
- Knowledge and experience with construction in a healthcare setting.
- Ability to inspect materials, workmanship, and construction and installation of various systems.
- Knowledge of safety practices in the construction industry, including specifically, a background that indicates familiarity with Occupational Safety and Health Administration (OSHA) safety requirements on construction projects.
- A comprehensive understanding of building codes and Joint Commission requirements for healthcare facilities and an ability to work with permitting agencies.
- Ability to evaluate proper systems to meet scope requirements.
- Ability to verify the adequacy of building systems related to their respective disciplines.
- Ability to interpret/coordinate Architectural/Engineering plans and specifications.
- Able to read, understand and apply standard to complex documents affecting construction project, including but not limited to agreements/contracts, work letters, project charters, surveys and drawings.
- Ability to obtain VA PIV card and badge and favorable company and NACI background check
- Graduate of an Architectural, Engineering, Construction Technology, or Construction Management college curriculum four (4) year degree minimum and a minimum of 3 years of relevant construction management experience.
- Construction Administration Professionals lacking a college curriculum, may substitute the education requirement with an additional 3 years of relevant construction management experience.
- Advanced knowledge of construction practices and techniques, e.g., proper applications of construction materials and methods of installation in the professional's area of expertise.
- U.S. Citizenship required
Work Conditions
- 40 hours per week (majority during standard business hours; occasional nights)
- 90% normal business hours / 10% off-hours
- Onsite presence required
