HDR is seeking a Construction Program Manager to lead and oversee all construction-related operational activities for a $4B construction program for our valued client-Florida's Turnpike Enterprise. This role ensures construction activities are strategically planned, sequenced, and executed to maintain customer safety, mobility, and system reliability, while aligning with enterprise priorities.

The Construction Program Manager establishes clear expectations and performance standards for construction management, develops and monitors metrics, and drives continuous improvement across operations. This position plays a critical role in providing data-driven insights and decision-ready recommendations to proactively manage risks, trade-offs, and system-wide impacts.

In the role of Construction Program Manager, we'll count on you to:

  • Serve as the program-level operational lead for all construction management activities.
  • Own and manage the Construction Management Program, ensuring alignment with enterprise objectives.
  • Develop and implement performance metrics to monitor progress and identify trends on construction-related operations, issue escalation and resolution, and customer impacts.
  • Drive continuous improvement with operations center construction managers.
  • Provide strategic oversight to safeguard safety, mobility, and reliability during construction.
  • Deliver decision-quality recommendations for risk management and operational impacts.

Preferred Qualifications

  • 15 years related experience

  • 10 years of project management experience

  • Professional Engineer License

  • Prior FDOT or Florida Turnpike experience

  • Proven experience leading construction programs within complex transportation environments.

  • Strong knowledge of FDOT standards, construction staging, and work zone operations.

  • Ability to operate at a program level rather than project-by-project.

Required Qualifications

  • Bachelor's degree in related field
  • 10 years related experience
  • A minimum of 5 years of project management experience
  • Familiar with Microsoft Office, estimating and scheduling software, project management software
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
