Job Description

Delaware Nation Industries (DNI) is seeking an experienced and highly qualified Construction Project Manager to lead the development and execution of Federal construction projects nationwide. This individual must bring not only technical expertise and management capability, but also practical, hands-on construction experience.

We are seeking a true builder — someone who has successfully built projects in the field and understands construction from the ground up. The ideal candidate possesses real-world experience across trades, understands sequencing, cost impacts, constructability, and can confidently explain and defend project decisions because they have personally performed and led the work.

This role requires leadership, accountability, and the ability to manage multiple projects while maintaining safety, quality, schedule, and budget performance.

Requirements

  • Serve as the primary point of contact with Federal project representatives for assigned Contracts and Task Orders.
  • Lead all operational aspects of projects including cost, schedule, technical performance, safety, personnel, and subcontractor management.
  • Maintain full Profit & Loss (P&L) responsibility for assigned projects.
  • Perform detailed quantity take-offs and develop unit price and hard bid estimates for competitive and sole-source negotiated projects ($20K – $20M).
  • Demonstrate experience in multiple forms of estimating, including unit price, hard bid, negotiated, and conceptual estimating.
  • Develop and maintain cost-loaded CPM schedules utilizing Primavera P6 in compliance with USACE requirements.
  • Draft subcontract agreements and scopes of work; manage subcontractor performance to ensure work is completed on time and within budget.
  • Prepare and submit USACE EM 385-1-1 compliant Accident Prevention Plans, Quality Control Plans, and Environmental Plans.
  • Communicate consistently with onsite field personnel regarding project status, sequencing, upcoming work, and completed activities.
  • Collaborate with Architectural & Engineering firms on both design-bid-build and design-build projects.
  • Lead proposal support efforts for Federal RFPs and RFQs.
  • Ensure all business activities are executed in compliance with corporate policies, Federal regulations, and ethical standards.
  • Communicate proactively with corporate leadership regarding contract performance, financials, staffing, safety, and scope matters.

Builder’s Mindset & Leadership Expectations

The successful candidate must demonstrate:

  • Direct field experience as a builder, with a comprehensive understanding of construction processes from labor through project leadership.
  • The ability to fully understand and think through the entire construction process before execution — visualizing sequencing, logistics, phasing, and constructability well before mobilization.
  • The discipline to thoroughly review and comprehend RFPs and solicitations — reading, re-reading, and analyzing requirements to ensure complete understanding prior to pricing or execution.
  • The capability to study drawings and mentally construct the project repeatedly before field operations begin.
  • Strong understanding of construction sequencing and the ability to manage multiple, concurrent projects effectively.
  • Clear knowledge of actual construction costs and the ability to forecast realistic project outcomes before work begins.
  • The ability to listen carefully to client objectives, distinguish between wants and needs, and translate those needs into practical, cost-conscious solutions.
  • Strong problem-solving skills with the willingness to dig into issues, uncover critical information, and resolve challenges proactively.
  • Effective communication skills across all levels — field personnel, subcontractors, clients, A/E teams, and executive leadership.
  • The ability to explain and defend project decisions with confidence and clarity based on practical construction knowledge.

Minimum Qualifications

  • Bachelor’s Degree in Construction Management or related field OR minimum of 10 years equivalent experience.
  • Minimum 10 years of project management experience in vertical and horizontal Federal construction.
  • Documented experience using:
    • RSMeans / Gordian database
    • Estimating software for SATOC, JOC, SABER, or other Unit Price Contracts
  • Proficiency in:
    • MS Office (Word, Excel, Outlook, Teams, PowerPoint)
    • Adobe Acrobat and/or Bluebeam
    • USACE Resident Management System (RMS)
    • Primavera P6 (CPM scheduling and cost-loaded schedules)
  • Ability to pass required background checks and drug screening.
  • Valid driver’s license with acceptable driving record.
  • Strong leadership, organization, and time management skills.

10 to 15% Travel is anticipated but may require more based on business demands.

DESIRABLE CERTIFICATIONS:

Current USACE QCM Certification, OSHA 30 Hour Certificate, 24-Hour Fall Protection,

First Aide/CPR, Primavera P6 Training Certification, PMP Certification, Competent Person Training.
