Reports to: Utility Construction Services Manager | Work Schedule: M-F (flexible hours) |
Compensation: $60,000-75,000
This pay range encompasses multiple levels of the role. Career level and compensation depends on applicants credentials.

Overview:
The Utility Construction Services Project Engineer supports project and departmental efforts from a technical and administrative perspective to ensure the successful delivery of utility construction projects.
Supervisory Responsibilities:
This role does not have any direct reports but does provide daily collaboration and oversight to ensure team performance aligns with project goals and safety expectations.
Duties/Responsibilities:
- Collaborate across internal teams - leadership, estimating, and operations - to align bid strategy and project delivery with client expectations.
- Review specifications and drawings to determine project scope and prepare accurate takeoffs and cost estimates.
- Analyze labor, equipment, and material needs; solicit competitive pricing from vendors and subcontractors.
- Participate in proposal development, RFP responses, and bid presentations.
- Interpret plans and contracts for internal teams and external partners; resolve conflicts proactively.
- Secure and maintain all required permits and inspections for assigned projects.
- Coordinate utility locate process.
- Assess risks and provide input on schedule feasibility and constructability.
- Develop submittal packages and assist in the material and equipment procurement process.
- Issue and track Requests for Information.
- Conduct regular site visits to monitor progress and enforce quality and safety standards.
- Assist in identifying changes in the work, delays, and scope deviations; communicate impacts clearly to all stakeholders, internal and external.
- Participate in jobsite meetings and provide regular project updates to clients. Write and issue meeting minutes and other project documentation.
- Coordinate with operations, project accounting, and field teams for accurate billing and cost tracking.
- Perform project gap analyses to compare actual performance against estimates.
- Lead closeout activities including punch lists, inspections, and final documentation.
- Document lessons learned and share insights to improve future project delivery.
- Enforce Utilitra's safety protocols and ensure compliance with OSHA regulations and quality control measures.
- Promote a safety-first culture through training, leadership, and accountability.
- Take immediate action to stop unsafe work and implement corrective measures when necessary.
- Represent Utilitra in a professional manner within the industry and community.
- Demonstrate a strong desire to learn about infrastructure construction, become proficient in company specific software and to develop industry relationships.
- Crosstrain in all facets of the Department, preparing to fill in for anyone absent and grow in responsibility and scope over time.
- Perform additional duties as assigned.
The person in this role will uphold the culture of Utilitra, including relationship building with customers as well as general behavior on Utilitra or client premises or at Utilitra-sponsored events.
Requirements/Qualifications:
- Bachelor's degree in Construction Management, Engineering, Business, or related field preferred; relevant experience may be considered in lieu of degree.
- Strong leadership, communication, and organizational skills.
- Proficiency in Microsoft Office suite of software.
- Ability to read and interpret construction drawings and contracts.
- OSHA 30 certification (or willingness to complete within one (1) year).
Physical Requirements:
- Ability to work on-site and in-office in varying environmental conditions.
- Must be able to walk, kneel, climb, and inspect active job sites.
- A valid driver's license with a clean driving record is required.
Travel Requirements:
- Travel is required up to 25% of the time to active job sites, client meetings, and company offices.
- Overnight travel may be required depending on project location and phase.
