Job Description

Contracts Officer
About the Position: Reporting to the Chief Procurement Officer and operating under supervision, the incumbent is tasked with executing acquisitions in compliance with state laws and the policies of the Oklahoma Department of Mental Health and Substance Abuse Services. Responsibilities may include reviewing and processing requisitions, making recommendations concerning purchases, preparing bid specifications and contracts, and maintaining files. This role involves the procurement of diverse materials, furniture, equipment, supplies, and services essential for the department's operations.Job Type/Salary:

  • Annual Salary is LEVEL I $44,750 LEVEL II $51,250, LEVEL III $56,800; 
  • Primary Working Hours are M-F; 8-5
  • FLSA Status: Non-Exempt
Minimum Qualifications and Experience: Level I:
  • Three years of technical clerical work
  • Or an equivalent combination of education and experience.
Level II:
  • Three years of technical clerical work and two years of technical experience in contracting and/or procurement
  • Or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.
Level III:
  • Three years of technical clerical work and two years of technical experience in contracting and/or procurement and three years’ experience as a purchasing agent or buyer, one of which was in the employ of a government entity
  • Or an equivalent combination of education and experience, substituting 30 semester hours for each year of the technical clerical work only.
NOTE: Preference may be given to Certified Public Managers and Certified Procurement Officers.Incumbents are required to obtain CPO certification within the first year of employment.
