OFFICE OF FINANCIAL SERVICES

The Office of Financial Services at the Department of Corrections is a mission‑critical support team that keeps the agency's work on solid fiscal footing, from budget strategy to day‑to‑day financial operations. This unit leads the stewardship of public funds through rigorous budget management, accounting, procurement, and contract oversight, helping ensure that scarce resources are directed where they have the greatest impact on public safety and offender rehabilitation. Team members collaborate closely with facilities, programs, and external partners to maintain strong internal controls, transparent reporting, and compliant financial practices, all while supporting innovative solutions such as secure inmate trust account services and modern payment systems for families and stakeholders. The Deputy CFO position exercises broad authority in planning, designing, organizing, developing, monitoring, implementing and evaluating the financial condition of the programs administered by the Department. The position also proposes the implementation of program and management policies that impact the administration of the Department and potentially other state agencies. In addition, this position provides quality control and the dissemination of information related to the Department's budgeting processes, including the construction, submission and defense of the biennial budget requests and the management of appropriated funding; and the independent review of the budgetary work products of the budgeting/financial staff assigned to each division.

QUALIFICATIONS

The knowledge, skills and abilities for this position are typically acquired through a combination of education and experience equivalent to:

  • Knowledge of mathematical forecasting techniques for both revenues and expenditures.
  • Knowledge of principles of research and policy analysis.
  • Analytical and problem-solving skills; skills in conflict management, diplomacy and negotiating skills.
  • Budgeting and accounting skills.
  • Ability to work with limited supervision and to independently identify financial and policy issues.
  • Ability to manage and complete multiple projects and priorities within constrained time limits.
  • Ability to interpret and apply laws, rules, regulations, policies and other diverse written information and relate these to a layman's perspective.
  • Ability to foster collaboration and provide effective leadership to staff.
  • Bachelor's Degree in finance, public administration, accounting, business administration, or a closely related field.
  • Five years of work related experience with the legislative budgeting process.
  • Two years of supervisory experience.
