The Opportunity:

CACI is seeking a Deputy Program Manager to join our FEMA Team. The Deputy Program Manager is responsible in supporting the Program Manager with the delivery of the development and O&M of multiple FEMA applications. The Deputy PM is responsible for enforcing work standards, supervising staff, and communicating policies, procedures, and goals to team members while interfacing with senior customers within FEMA. The Deputy PM will also directly support the FEMA MT eGrants System. You will be responsible for managing the technical direction of projects through all phases; initiation, planning, requirements design, testing and implementation.

This position is a hybrid role located in the National Harbor, MD.

Responsibilities:

  • You will oversee a team of dedicated development resources (e.g., tester, business analysts, sr. developers).
  • Serve as Deputy Program Manager responsible for program/project management support and services. Responsibilities include:
  • Support in the day-to-day management of the program, and develop long-term and strategic objectives with the Program Manager to help ensure that customer requirements will be satisfied in future years of the contract
  • Oversee individual operational projects from identification of requirements, analysis and design, development, end-user testing, deployment, and production support.
  • Serve as Scrum Master and facilitate Agile ceremonies such as daily stand up, backlog grooming and retrospectives.
  • Measuring and managing development velocity
  • Coordinate people and processes to deliver initiatives on time, and with the desired outcomes aligned to objectives.
  • Manage relationships with stakeholders and project leadership.
  • Collaborate with project team members to identify and resolve issues.
  • Establish effective project communication strategies
  • Prepare status reports by gathering, analyzing, and summarizing relevant information.
  • Facilitate organizational change, manage the dependencies, and address any project- or organizational-level issues and risks that affect the project delivery.
  • Drive best practices and engineering excellence.
  • Serves as a point of contact for customer issues or concerns

Qualifications:

Required:

  • Ability to obtain/maintain a FEMA EOD
  • BA/BS or equivalent and 10 years in a related field with supervisory or management experience.
  • Strong candidates will have both Agile Scrum delivery skills and project management experience.
  • Proven track record applying program management disciplines within a program environment to include quality, personnel and performance management
  • Certifications: Project Management Professional (PMP) and Scrum Master
  • Proven communicator and leader
  • Working technical knowledge of cloud/systems/network administration and engineering in an enterprise environment

Desired:

  • Previous FEMA or DHS experience
