Job Description

At Team Carney, we believe that true performance acceleration happens at the intersection of innovative learning and deep strategic expertise. Since 1994, our mission has been to provide top-tier training, learning, and human capital solutions that empower Federal Government agencies to meet their critical mandates. We are seeking a results-oriented Deputy Program Manager / Operations Lead to oversee daily operational execution across enterprise learning programs supporting the U.S. Food and Drug Administration (FDA).

This position is contingent upon award.

Work Schedule and Location

  • This position is remote with periodic on-site presence in Silver Spring, MD

  • Clearance Requirement: Current or ability to obtain Public Trust clearance required.

Who You Are & What You’ll Do

As the Deputy Program Manager / Operations Lead, you will partner directly with the Program Manager to ensure seamless day-to-day coordination, task area execution, resource allocation, and deliverable quality. You will maintain operational oversight over training intake tracking, LMS scheduling, staffing rosters, and cross-functional team workflows. You will serve as the secondary point of contact for government stakeholders and step into full leadership authority in the Program Manager's absence, preserving continuity of operations across all contractual task areas.

What You Bring to the Table - Requirements

  • Experience: At least seven (7) years of experience in federal program or operations management, with demonstrated success managing multi-functional service delivery environments in learning, human capital, or technical fields.

  • Education: Bachelor’s degree in business administration, education, public administration, or a related field.

  • Operational Expertise: Strong expertise in workflow coordination, schedule monitoring, risk tracking, subcontractor oversight, and quality assurance processes.

  • Stakeholder Management: Excellent written and verbal communication skills with proven ability to interface effectively with federal government representatives and cross-functional project teams.

  • Process Controls: Experience implementing Standard Operating Procedures (SOPs), tracking training intake metrics, and supporting monthly status reporting.

Why Join Team Carney?

  • Health & Wellness: Multiple medical, dental, and vision insurance options (BCBS CareFirst), health spending accounts (HSA), and flexible spending accounts (FSA).

  • Financial Security: 401(k) retirement plan with company match, plus Carney-paid life and disability insurance.

  • Work-Life Harmony: Generous Paid Time Off (PTO), 11 paid holidays, and 6 weeks of paid parental leave.

  • Professional & Personal Growth: Annual tuition assistance (up to $5,000) and student loan repayment.

  • Get Out and Learn: Up to $200 annually to learn almost anything (from pottery to coding!).

  • Get Out and Run: Up to $200 annually to participate in fitness and active lifestyle events.

  • Continuous Development: Ad hoc training and ongoing professional development access.
