General Summary:

Directs, oversees, performs and coordinates highly complex business and financial analysis for multiple departments within the Agency. Maintains the entire Communications Departments operating budget system and the business process re-engineering and oversees the standard operating procedures.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs budgeting, forecasting, analysis, financial planning and accounting activities for the Marketing, External Communications, Government and Community Relations and Social Responsibility departments. Provides departments with budget reporting needs as well as forecasting and analysis of operating data.
  • Ensures section SOPs are developed and updated. Works with departments to review processes for efficiency and effectiveness. Make recommendation regarding process improvements.
  • Manages and develops Cognos software applications and assures that all systems and procedures are prepared to conform to agency and departmental standards and procedures.
  • Assists the EVP & Chief Communications Officer, with special projects and special assignments.
  • Understands the Agency’s goals and objectives and seeks out information about the underlying needs of the customer, recommending changes in processes or procedures to create alignment in decisions and actions to fully support customer needs.
  • Leads a team of business analyst to perform and coordinate business and financial analysis for the department.
  • Advises and leads projects in the analysis, design and development of budgets using various software applications. Provides applicable training as needed.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Business Administration, Finance or related field.
  • Five (5) years progressively responsible experience in budgeting/finance and managing a professional staff, to include two (2) years experience in the development of a major operating budget involving multiple departments and programs from drafting stage to final adoption and two (2) years of technical experience with budget systems (including development and use).
  • Proficiency with personal computer (PC) to include Microsoft Office, client server and internet/intranet.
  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
  • Knowledge of budget development/analysis, and operational cost factors
  • Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

  • Ability to read a situation quickly. Good at focused listening. Can effectively negotiate difficult agreements and settle disputes equitably. Can find common ground and get cooperation with minimum noise.

WORKING CONDITIONS:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
