Job Description

JOB SUMMARY:

The Director of Project Management provides director-level leadership for FCS project management operations and portfolio governance. This role sets project management standards, directs the work of project management staff, oversees agency-level project execution, and ensures projects are aligned with organizational priorities, quality expectations, and available capacity. The Director has authority to guide project intake, prioritization, resource planning, risk escalation, reporting practices, and adoption of agency project management tools and processes. This position owns the PMO operating model and governance expectations while holding project teams accountable for consistent execution, timely communication, and completion of approved deliverables.

POSITION SPECIFIC DUTIES & RESPONSIBILITIES:

  • Establish and maintain agency project management standards, governance expectations, templates, and lifecycle practices for agency-level projects.
  • Direct portfolio intake, prioritization, and resource planning in partnership with senior leadership to align project work with organizational goals and capacity.
  • Supervise, mentor, and evaluate project management staff; assign project work, monitor caseload balance, and support professional development.
  • Provide oversight and approval of project charters, scopes, work plans, risk plans, change control, status reporting, and closeout documentation for assigned projects.
  • Make director-level decisions within delegated authority regarding project approach, escalation timing, resource tradeoffs, and cross-department coordination; escalate issues with agency-wide impact to the VP/EVP/ELT as appropriate.
  • Lead cross-functional steering groups, workgroups, and stakeholder discussions to clarify decision rights, resolve barriers, and maintain accountability for project outcomes.
  • Monitor portfolio performance, KPIs, dependencies, risks, issues, and benefits realization; direct corrective action when project performance deviates from approved plans.
  • Drive implementation and monitor fidelity of project management governance across the agency, with specific accountability for consistent use of Asana or other approved project management software.
  • Prepare executive-level portfolio reports and recommendations for the VP, EVP of CQI, and Executive Leadership Team regarding at-risk projects, priority conflicts, resourcing concerns, and governance needs.
  • Lead continuous improvement of PMO practices, including training, tool adoption, documentation quality, lessons learned, and standard work for project management across FCS.
  • Serve as the agency subject matter leader for project management practice and partner with leaders to translate strategic initiatives into executable project plans.

QUALIFICATIONS

EDUCATION:

  • Bachelor's Degree in related field is required
  • Master's degree preferred

EXPERIENCE:

  • 5 or more years of progressively responsible project management experience, preferably in healthcare, behavioral health, business operations, technology, or consulting settings.
  • Experience supervising project management staff, leading cross-functional project teams, or managing a project portfolio is required.

KNOWLEDGE/SKILLS/ABILITIES:

  • Strong leadership skills with the ability to set expectations, coach staff, and hold project teams accountable for results
  • Demonstrated ability to establish and sustain project governance, project intake, prioritization, and portfolio reporting processes
  • Ability to guide leaders and project teams through scope definition, risk management, resource planning, issue escalation, and change control
  • Solid understanding of behavioral health issues, treatment modalities, service delivery systems, and quality/performance improvement practices
  • Excellent executive-level communication and interpersonal skills, with the ability to engage diverse stakeholders and present clear recommendations to leadership
  • Proficiency in project management tools and software, including Asana or other approved agency project management platforms
  • Strong analytical, problem-solving, and decision-making skills with the ability to interpret project performance data and direct corrective action

CERTIFICATIONS/LICENSES:

  • Project Management Professional (PMP) Required.
  • Must possess a valid Driver License and satisfactory driving record to use agency and/or personal automobile to travel to locations other than primary office.
