Job Description

  • Develops and champions a forward-looking, growth-oriented compliance philosophy and strategy that balances regulatory obligation with business enablement. Partners with executive leadership, with Board oversight, to define compliance risk appetite, tolerance thresholds, and strategic priorities reframing compliance as a competitive advantage that accelerates member service and product innovation.
  • Owns and evolves the credit union's Compliance Management System (CMS), ensuring it is dynamic, scalable, and designed to grow with the organization. Reviews, develops, and modernizes policies, forms, agreements, and disclosures to ensure compliance with applicable laws, rules, and regulations while minimizing unnecessary burden on members and staff. Reviews all advertisements and product and service materials prior to finalization.
  • Provides oversight of the credit union's Bank Secrecy Act (BSA), Anti-Money Laundering (AML), and OFAC programs. Ensures robust risk assessments, training programs, and monitoring systems are in place and continuously refined. Directly oversees the BSA Officer and ensures the program is both compliant and operationally efficient.
  • Develops short and long-term goals and objectives for the Credit Union’s Compliance programs.
  • Oversees the annual risk-based compliance risk monitoring plan for compliance. Reviews and approves Compliance risk assessment for accuracy, efficiency and effectiveness.
  • Leads the development and execution of the CMS, ensuring full adherence to NCUA, DBF, and other applicable credit union regulations.
  • Establishes compliance framework to protect the organization while enabling growth, reducing friction and positioning GUCU to act on strategic opportunities with confidence.
  • Provides support for the Credit Union’s strategic planning of operational goals and ensures that institution-wide compliance-related processes are complemented and supported.
  • In collaboration with the Learning & Development department, responsible for oversight of compliance training. 
  • Writes policies and procedures for Compliance operations. 
  • Oversees reviews of existing policies to ensure accuracy, efficiency, and effectiveness.  Acts as a compliance consultant to the Credit Union executive management and leadership teams.
  • Provides guidance regarding required disclosures for new and existing products and services.
  • Collaborates with Internal Audit to evaluate audit results to ensure adherence with Credit Union policies, regulations, financial controls, and financial industry standards.
  • Provides leadership to Compliance personnel through effective objective setting, delegation, and communication.  Conducts staff meetings as required. 
  • Ensures that team members are well trained, effective, and optimally used.  Provides regular training as needed regarding policy, procedures, and program changes.
  • Conducts performance appraisals as required.  Implements corrective actions as needed.
  • Keeps Management informed of area activities and of any significant problems.
  • Completes and submits required reports, records, and related documents.   Prepares Compliance status reports for the Audit Committee meetings.
  • Serves as secondary liaison for all external audit and regulatory agencies for Compliance related topics.
  • Ensures that the Credit Union's professional reputation is maintained both internally and externally.
  • Ensures that appropriate levels of security and confidentiality are maintained.
  • Acts as a representative of the Credit Union in contact with business and trade associations.  Promotes the Credit Union’s interests.
  • Remains informed of changing regulations, policies, and industry trends.
  • Promotes and establishes strong, positive and productive working relationships within the organization through commitment to the company’s vision statement, core values and business principles.
