Purpose: The Director of Buildings and Grounds is responsible for the planning, coordinating, and administration of the facilities, grounds, and maintenance and custodial needs of the Monadnock Regional School District in accordance with federal, state and local law, and school board policies.
Supervisor: Business Administrator
Minimum Qualifications:
  • Bachelor's degree from a four-year college or university in engineering, public administration, or related field, preferably in an academic setting;
  • 10 years of building maintenance experience, of which five years shall have been full-time experience in a supervisory capacity over facilities maintenance and custodial personnel. 5 years of progressive construction management, engineering layout and design with experience in educational facilities planning;
  • Or, any combination of education, training and experience which provides the knowledge, skills, and abilities required for the job.
  • Maintains a valid driver's license.

Essential Functions:
FACILITIES ADMINISTRATION:
  • Develop and implement a district-wide strategy and schedule to manage and maintain buildings and grounds of all district-owned facilities and grounds, including athletic fields.
  • Oversee and coordinate facility systems including HVAC, lighting, door access, fire alarm, manage keys and locks in conjunction with building principals.
  • Develop and implement administrative procedures to guide operations relating to facilities management.
  • Develop, in coordination with building administrators, strategic building-level maintenance plans in all district buildings, and support in emergency management planning.
  • Develop and maintain good public relations with Town and State departments and officials.
  • Ensure hired contractors honor building codes and follow district policies and procedures.
  • Work cooperatively with maintenance and custodial staff, building administrators, and other staff members in the various buildings to assure the cleanliness and safety of school facilities and to meet custodial and maintenance needs.
  • Manage rentals/use of school facilities in coordination with building principals. Ensure coverage for events and school functions.
  • Prepare scope of work and bid documents and follow processes according to District policy; review bids thoroughly and provide recommendations to administration.
  • Institute and maintain an ongoing Capital Improvement Plan for all District owned facilities, making recommendations to the Business Administrator and Facilities Committee.
  • Ensure that all school facilities comply with fire, safety and building codes, and promptly report any code related needs to the Business Administrator.
  • Inspect all District buildings and grounds on a regular basis to ensure that high standards of cleanliness, safety and security are maintained.
  • Continually evaluate methods and procedures to improve efficiency and economy in operations.
  • Coordinate the response to buildings and grounds related emergency calls and weather.
  • Serve as an administrative representative to the Facilities Committee and Joint Loss Management Committee, and provide support to other committees as needed.
PERSONNEL:
  • Supervise and evaluate buildings and grounds staff, working a flexible schedule to oversee staff.
  • Define responsibilities and assign staff to areas to which they are accountable.
  • Coordinate all in-service training for maintenance and custodial staff on safe and efficient use of supplies, equipment and hazardous materials, including blood borne pathogens and asbestos awareness. Ensure staff maintain current certifications and licenses.
  • Provide positive leadership to create a safe and secure environment for students, staff and the community.
  • Review and approve departmental payroll and leave requests to ensure accuracy and that proper procedures are followed.
FINANCIAL:
  • Draft facilities operational budget in collaboration with the Business Administrator; and provide estimates to the Facilities Committee for consideration for warrant articles in accordance with the District's Capital Improvement Plan.
  • Administer and monitor approved Buildings and Grounds budget including special projects and site improvements with strategy in mind.
  • Regularly obtain estimates and quotes for goods and services to ensure the district is getting the best products, services and cost.
  • Ensure custodial and maintenance materials and supplies are ordered as needed throughout the District, following purchasing procedures and obtaining pricing/quotes and/or bids as appropriate.
  • Enter and/or approve requisitions for goods and services, monitor purchase orders, review and approve invoices.
RECORDS KEEPING:
  • Develop and maintain equipment inventory, including district-owned vehicles.
  • Ensure compliance with AHERA and SDS record requirements at all district buildings.
  • Establish and maintain necessary files and records.
Other duties as assigned by the Business Administrator or Superintendent of Schools.
