- Education: Bachelor’s degree in Nursing (BSN) required; Master’s in Nursing, Public Health, Health Administration, or related field preferred.
- Licensure: Current, unencumbered New York State Registered Professional Nurse (RN) license and registration (required).
- Experience:
- Demonstrated experience managing multi-site nursing services, including supervision, training, and quality assurance for a large field-based workforce.
- Strong knowledge of NYS Nurse Practice Act, pediatric/chronic disease management (asthma, diabetes, allergies/anaphylaxis, seizures), and emergency care in school or community settings.
- Experience with health information systems and secure documentation; prior experience with ASHR, SESIS or similar systems preferred.
- Demonstrated commitment to equity, cultural and linguistic competence, and serving diverse communities.
- Excellent communication and collaboration skills, with proven ability to work effectively with public agencies, schools, and families.

- Provide overall clinical leadership for all nurses deployed to DOE and nonpublic schools, 1:1 assignments, transportation, D75, and per diem coverage.
- Design and oversee the supervisory structure (including ratios not greater than 1 supervisor per 30 school nurses and per 50 individualized nurses) to ensure ongoing monitoring, site visits, and performance improvement.
- Ensure all clinical supervisors and trainers maintain active NYS RN license and registration and strong proficiency with OSH systems (ASHR, SESIS successor, DOE email, WeLearn, ANT/Vendor Portal, etc.).
- Develop and oversee policies and procedures to ensure nurses consistently follow OSH policies, NYS Nurse Practice Act, and DOE/DOHMH IT Acceptable Use Policies.
- Lead development and execution of clinical training and retraining programs (core OSH-required trainings, CATCH, high-frequency diagnoses, emergency response, ASHR documentation, FERPA/language access, Medicaid compliance).
- Establish and monitor systems ensuring timely submission of all required documentation to OSH (training records, timesheets, performance plans, incident reports) and accurate use of OSH-required systems.
- Collaborate closely with OSH Nursing leadership and DOE program staff to plan coverage, respond to clinical concerns, and align practice with OSH Agency Quality Standards (judgment, collaboration, equity, continuous quality improvement).
- Lead continuous quality improvement (CQI) using data from site visits, OSH feedback, documentation audits, and family/school input to identify trends and implement corrective actions.
- Oversee investigation and reporting procedures for unprofessional conduct as required by NYS Office of the Professions and OSH.
- Participate in audits, Medicaid compliance activities, and data requests from DOE, DOHMH, and state/federal agencies; ensure adherence to DOE Medicaid Compliance Plan and exclusion screening requirements.
- Promote culturally competent and equitable care, including workforce diversity, culturally responsive practice, and equitable support for high-need populations (D75, 1:1, transportation, early childhood, high school).
