The Recruiting Director oversees Recruiting Managers/Supervisors and ensures performance consistency, scalability, and disciplined execution across markets. This role drives recruiting outcomes by translating business priorities into recruiting strategy, strengthening standardized execution, addressing delivery risks, and enabling Recruiting Managers to achieve demand, coverage, and fill-rate goals

Job Responsibilities:

Recruiting Strategy & Execution

  • Drive consistent execution of Manpower recruiting strategy across the portfolio, eliminating unnecessary local variation and reinforcing standardized processes and tools.
  • Set execution priorities and guardrails for Recruiting Managers, especially for complex, high-volume, or at-risk delivery.
  • Oversee portfolio delivery performance against demand, coverage, and fill-rate goals.
  • Provide guidance and insight on labor market conditions, talent availability, recruiting risks, and delivery constraints to inform business decisions.
  • Intervene in systemic delivery risks and remove barriers impacting recruiting performance.
  • Leverage and effectively use AI-enabled tools, technologies, and digital solutions, consistent with organizational policies and role requirements, to enhance effectiveness, efficiency, and decision-making. Apply appropriate human judgment, accountability, and ethical considerations in all technology-supported work in alignment with our Human First, Digital Always philosophy.

Client & Stakeholder Partnership

  • Serve as the primary recruiting partner to regional and senior market leaders.
  • Serve as a trusted recruiting advisor to Market, Sales, and client leadership on demand planning, capacity, delivery risks, and recruiting execution.
  • Partner with business leaders to ensure recruiting priorities and capacity are aligned to market strategy, client demand, and growth objectives.
  • Lead resolution of systemic delivery issues by identifying root causes, coordinating cross-functional actions, and ensuring sustainable solutions.
  • Represent recruiting in cross-functional planning and decision-making to ensure alignment across sales, delivery, operations, and client commitments.

Data, Analytics & Continuous Improvement

  • Drive performance visibility across the portfolio through standardized metrics, dashboards, reporting cadence, and performance reviews.
  • Translate recruiting data and insights into actionable direction for Recruiting Managers, including prioritization, performance interventions, and resource allocation.
  • Monitor trends in fill rates, time-to-fill, capacity utilization, requisition coverage, delivery risk, and SLA performance.
  • Identify, pilot, and scale best practices that improve recruiting consistency, efficiency, and outcomes.
  • Use data-driven decision making to address performance gaps, forecast capacity needs, and support continuous improvement across the recruiting portfolio.

Compliance, Governance & Risk Management

  • Ensure recruiting execution complies with regulatory requirements, company policy, quality standards, and established recruiting practices.
  • Reinforce governance, documentation, process adherence, and audit readiness through Recruiting Managers.
  • Address compliance, quality, or process gaps in partnership with recruiting leadership, business leaders, and appropriate support functions.
  • Ensure recruiting teams follow standardized operating procedures, tools, and best practices to support consistency and scalability.

Minimum Required Qualifications/Certifications:

  • Experience leading recruiting delivery teams, recruiting operations, or talent acquisition delivery in a high-volume, service-based, or multi-site environment.
  • Experience managing recruiting performance against measurable goals, SLAs, KPIs, or operational scorecards.
  • Experience coaching, developing, and holding leaders or teams accountable for execution and results.
  • Experience partnering with business leaders to align recruiting delivery with client demand, workforce needs, and market priorities.
  • High school diploma or equivalent.

Preferred Qualifications/Certifications:

  • Experience supporting dedicated client programs, high-volume recruiting, or complex distributed delivery models.
