GENERAL STATEMENT OF DUTIES: Within the DEM Division of Law Enforcement and on an assigned shift, to operate a department-wide 24-hour communication system involving the receiving, collection, processing and dissemination of police/enforcement information and data relative to calls for services by the public as it relates to violations of laws, rules and regulations that fall within the Department's authority; and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of a superior who oversees work performed, daily activities in process but always upon completion for results obtained and conformance to divisional and departmental policies, objectives, procedures, rules and regulations.

SUPERVISION EXERCISED: Usually none.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

  • Within the DEM Division of Law Enforcement and on an assigned shift, to operate a department-wide 24- hour communication system involving the receiving, collection, processing and dissemination of police/enforcement information and data relative to calls for services by the public, as it relates to violations of laws, rules and regulations that fall within the Department's authority.
  • To answer all emergency calls routed through DEM's Division of Law Enforcement, including Marine distress calls.
  • To decide on the appropriate course of action in response to emergency situation, identify available and necessary resources, and coordinate said resources to include the contacting and coordination of emergency responders.
  • To answer all emergency and non-emergency calls for all DEM Divisions after hours and relay information to appropriate personnel.
  • To operate a communication system which involves the receiving, collecting, processing, disseminating and coordinating of police/enforcement information and data relative to violations of laws, rules and regulations such as the RI State Police, RI State Fire Marshall, NOAA/NMFS, DOH, Metro Control, Attorney General's Office, local and municipal police and fire departments, RI Emergency Management, RI Statewide Interoperable Radio System, RILETS, NCIC, and RIDMV Motor Vehicle files for federal and state law enforcement agencies.
  • To receive and log in calls for the State Fire Marshal's Office and answer calls for RIEMA after regular business hours and on weekends and holidays.
  • To receive and monitor radio transmissions for the Division of Parks and Recreation and Division of Forestry staff statewide.
  • To maintain the shellfish closure line and monitor the Narragansett Bay wide camera system.
  • To monitor all division security cameras at headquarters and the Divisions Marine Base, AIS Live for ship movements throughout RI waters.
  • To access and disseminate boat registration information and to utilize SAFIS/Commercial Fishing license databases.
  • To receive calls involving injured/deceased animals and relay contact information to game clubs for appropriate collection, transport and/or examination.
  • To process all walk-in complaints and requests for service.
  • To process and maintain police/enforcement records and files while maintaining and protecting their strict confidentiality.
  • To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGE, SKILLS AND CAPACITIES: A working knowledge of the operation and use of two-way radio systems; a working knowledge of computers, data terminal, in-house and online resources, computeraided dispatch and records management software asrequired; a working knowledge of hunting, freshwater and saltwater fishing, boating regulations and quotas; a working knowledge of the principles and practices of office record retention and maintenance; working knowledge of FDA required monitoring and shellfish area closures, state parks and management area regulations, wildlife management and rehabilitation practices, Department of Health rabies management and protocols; a thorough knowledge of the organizational structure of DEM for routing calls for service; the ability to apply such knowledge in establishing and maintaining a complete and accurate record of calls; the ability to log daily events, violations of enforcement laws, rules and regulations as well as internal office operations; the ability to multitask and quickly prioritize tasks in a pressured environment; and related skills and capacities.

EDUCATION AND EXPERIENCE:

Education: Possession of a high school diploma or GED; and

Experience: Employment as a radio dispatcher, computer operator, or radio technician as part of an overall communication systems dispatch team.
